Every rural single county library system board shall have\n\nall powers necessary or convenient to accomplish its purpose\n\nincluding the following:\n\n1. To operate and maintain a library system and to adopt rules\n\nand regulations;\n\n2. To purchase, lease, or otherwise acquire land or buildings\n\nfor library services;\n\n3. To erect, maintain, and operate public library buildings at\n\none or more places;\n\n4. To accept transfer of any existing public library or\n\nlibraries by lease or other conveyance;\n\n5. To acquire by purchase or otherwise books and other personal\n\nproperty customarily used in the operation of public libraries\n\nincluding necessary motor vehicles;\n\n6. To sell and dispose of personal property acquired by\n\npurchase or any other means when by proper resolution the board\n\nfinds that said property is not needed for library purposes;\n\n7. To acquire, accept, hold, and convey legal title to interest\n\nin real property in the name of the system board; deeds or other\n\nconveyances of said interests in real property shall be executed for\n\nand on behalf of the system board by the chair and shall be attested\n\nby the secretary upon proper resolution of the board;\n\n8. To accept or decline donations tendered to the library\n\nsystem;\n\n9. To administer the expenditures of any funds which may become\n\navailable for library purposes;\n\n10. To establish a schedule of fees to cover various services\n\nrendered;\n\n11. To contract for professional services, including legal counsel\n\nand independent certified public or certified municipal accounting\n\nservices, within the limits of the board's appropriations; provided\n\nthis paragraph shall not be construed to preclude the use of the\n\nappropriate district attorney for legal counsel and the State\n\nAuditor and Inspector for auditing services;\n\n12. To apply, contract for, and receive any allocations of funds\n\nwhich may be available to the system board for library and library-\n\nrelated purposes and services under the laws and regulations of the\n\nUnited States, the State of Oklahoma, or any other state,\n\norganization, agency, instrumentality or subdivision of these\n\nentities, and to undertake or contract for joint activities or\n\nprograms with the United States, the State of Oklahoma or any other\n\nstate, organization, agency, instrumentality, or subdivision of\n\nthese entities pertaining to library or library-related purposes or\n\nservices; and to prepare and submit plans, specifications, reports\n\nor applications, to execute any agreements, to employ, fix duties\n\nand compensation of personnel and to administer and direct any\n\nprograms, plans or projects in connection with any of the activities\n\ndescribed in this paragraph;\n\n13. To enter into agreements with school districts in any area\n\nserved by the library system upon such terms as may be mutually\n\nagreed. The agreement shall prescribe equitable charges for the\n\ncost to serve schools which include on-site costs of library\n\ncollection and library automation and the cost of providing assigned\n\nstaffing which meets the certification requirements for school\n\nlibrary media programs;\n\n14. To borrow money on the credit of the system board of trustees\n\nfor a term not to exceed one (1) year;\n\n15. To do all other things necessary or desirable to carry out the\n\npurposes and provisions of this act; and\n\n16. When available, have access to a statewide library\n\ntelecommunications network.\n\nB. The system board shall prepare an annual budget which shall\n\nbe filed on or before June 1 with the board of county commissioners,\n\nthe county excise board, the State Auditor and Inspector, the\n\nOklahoma Department of Libraries, the State Board of Equalization,\n\nand cities and towns that participate in financial support of the\n\nsystem. The system board shall submit an annual audit of its income\n\nand expenditures within ninety (90) days following the close of the\niled on or before June 1 with the board of county commissioners,\n\nthe county excise board, the State Auditor and Inspector, the\n\nOklahoma Department of Libraries, the State Board of Equalization,\n\nand cities and towns that participate in financial support of the\n\nsystem. The system board shall submit an annual audit of its income\n\nand expenditures within ninety (90) days following the close of the\n\nfiscal year to the board of county commissioners, the county excise\n\nboard, the State Auditor and Inspector, the Oklahoma Department of\n\nLibraries, the State Board of Equalization, and cities and towns\n\nthat participate in financial support of the system.\n\nC. If a rural single county library system is abolished, the\n\nassets shall be disposed of by the board of county commissioners\n\nwith the approval of the Oklahoma Department of Libraries Board.\n\nD. Funds levied and collected pursuant to Section 10A of\n\nArticle X of the Oklahoma Constitution for the purpose of creating\n\nand maintaining a rural single county library system shall be\n\ncontrolled and administered by the system board.\n\nE. Funds from federal, state, county and city governments and\n\nfrom other sources shall be deposited in a separate library account\n\nfollowing procedures as may be agreed upon by the contributing\n\nagency, the system board, and the Oklahoma Department of Libraries\n\nBoard.\n\nF. Vouchers may be drawn by officers or employees as prescribed\n\nby the system board. Each officer or employee allowed to draw\n\nvouchers shall give a faithful performance bond approved by the\n\nsystem board in an amount determined by the board equal to the\n\nestimated largest single disbursement to be made by the officer or\n\nemployee.
