Stat. tit. 65, § 65-557","heading":"Annual budget and audit - Contributions - Allocation of","body":"income.\n\nIt shall be the duty of the commission to prepare an annual\n\nbudget which shall be subject to the general review of the governing\n\nbody of the city and the board of county commissioners. The\n\nmetropolitan library commission shall submit an annual audit of its\n\nexpenditures and income to the board of county commissioners and the\n\ngoverning board of the city. This audit shall be prepared by an\n\nindependent accountant.\n\nEach county and city establishing a city-county library system,\n\nas herein provided, at the beginning of each fiscal year or as soon\n\nthereafter as may be practicable, shall agree upon the necessary\n\ncontributions to be made by each for the establishment, operation\n\nand maintenance of the city-county library system, appropriate such\n\nfunds as may be agreed upon and combine said funds with funds from\n\nany source. Periodically, as may be agreed upon, the city and\n\ncounty shall contribute their appropriated funds to a common fund\n\nupon claims therefor being filed by the commission with the\n\ngoverning body of the city and with the board of county\n\ncommissioners. After approval of the claims, the contributions\n\nshall be made by warrants issued by the appropriate officers and\n\nmade payable to the city treasurer or county treasurer, as may be\n\nagreed upon by the city and county. Said common fund shall be\n\nmaintained as a depository account. Vouchers shall be drawn by such\n\nofficer or employee as prescribed by the metropolitan library\n\ncommission.\n\nThe officer or employee of the commission designated shall be\n\nbonded in an amount not less than Twenty Thousand Dollars\n\n($20,000.00) the premiums for which shall be payable from the\n\noperating funds of the metropolitan library. The designated officer\n\nor employee shall be governed by the same statutory provisions\n\nrelating to depository accounts as apply to county officials\n\ngenerally. Nothing contained herein shall be construed as exempting\n\nfrom the application of the general statutes relating to\n\nappropriations the funds contributed by the city and county to the\n\ncommon fund.\n\nIncome of the city-county library system from fines, fees, sales\n\nof personal property, and other miscellaneous sources, excluding\n\nincome from sales of real property, shall not be considered general\n\nrevenue of either the city or the county. It shall be deposited\n\npromptly directly to the depository account of the metropolitan\n\nlibrary. Income from this source shall constitute a revolving fund\n\nwhich shall not be subject to fiscal limitations and which may be\n\nexpended by the commission.\n\nIn the event funds are made available for library purposes in\n\nthe county, pursuant to the provisions of Article X, Section 10A of\n\nthe Oklahoma Constitution, all or any part of the cost of\n\nestablishing, maintaining and operating the city-county library\n\nsystem as set forth in the powers granted to the commission in the\n\nsucceeding section, and otherwise, may be paid with such funds, and\n\nthe metropolitan library commission is authorized hereby to\n\nadminister the expenditure of such funds.","path":["OK Code","Title 65"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os65.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"78421d52a230eef0024711b3aa8841937107366d693d91df02e18f93f47277dd","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-65-65-556","next":"us-ok/okla.-stat.-tit.-65-65-558"},"notice":"GroundRules: Original legal text.
