The head of each agency shall:\n\n1. Establish and maintain an active, continuing program for the\n\neconomical and efficient management of the records of the agency;\n\n2. Make and maintain records containing adequate and proper\n\ndocumentation of the organization, functions, policies, decisions,\n\nprocedures and essential transactions of the agency designed to\n\nfurnish information to protect the legal and financial rights of the\n\nstate and of persons directly affected by the agency's activities;\n\n3. Submit to the State Records Administrator, in accordance\n\nwith the standards established by the Administrator, schedules\n\nproposing the length of time each state record series warrants\n\nretention for administrative, legal or fiscal purposes after it has\n\nbeen created or received by the agency. The head of each agency\n\nalso shall submit lists of state records in the custody of the head\n\nof the agency that are not needed in the transaction of current\n\nbusiness and that do not have sufficient administrative, legal or\n\nfiscal value to warrant their further keeping for disposal in\n\nconformity with the requirements of Section 210 of this title;\n\n4. Cooperate with the Administrator in the conduct of surveys\n\nmade by the Administrator pursuant to the provisions of this act;\n\nand\n\n5. Comply with the rules, regulations, standards and procedures\n\nissued by the Administrator.\n\nB.
