State and local tax systems should treat transactions in a\n\ncompetitively neutral manner;\n\n2. A simplified sales and use tax system that treats all\n\ntransactions in a competitively neutral manner will strengthen and\n\npreserve the sales and use tax as vital state and local revenue\n\nsources and preserve state fiscal sovereignty;\n\n3.
