All coin-operated vending devices owned by and located in a\n\npublic or private school, a church, or a governmental entity;\n\n2. All coin-operated vending devices which dispense only\n\nnewspapers or periodicals;\n\n3. All coin-operated vending devices which dispense only\n\npostage stamps; and\n\n4.
