The State Fire\n\nMarshal may promulgate rules to carry out the responsibilities under\n\nthis act, including rules relative to:\n\n1. Certification of or licensing of outdoor display operators;\n\n2. Training;\n\n3. Examinations;\n\n4. The responsible handling of display fireworks; and\n\n5.
