As used in this section:\n\n1. “Revenue collections” means the amount of revenue estimated\n\nto have been collected and expected to be collected by the state\n\nbeginning on July 1, 2010, and ending before January 1, 2015, from\n\nsales tax, motor vehicle taxes and fees, vehicle excise tax and\n\nmotor fuel tax from all taxpayers who receive salary or compensation\n\nin any form other than retirement benefits from the United States as\n\na member of any component of the Armed Forces of the United States\n\nor as the dependent of such member;\n\n2. “Revenue reductions” means the amount of income tax revenue\n\nwhich is exempt pursuant to subparagraph b of paragraph 5 of\n\nsubsection E of Section 2358 of Title 68 of the Oklahoma Statutes.\n\nB. 1. There is hereby created until December 1, 2014, the\n\nSpecial Committee on Soldier Relief. The special committee shall\n\nconduct a comprehensive multi-year review of the amount of state tax\n\nrevenue generated by members of the armed forces and their families\n\nwho are Oklahoma residents.\n\n2. The special committee shall be comprised of the following:\n\na. each of the members of the Veterans and Military\n\nAffairs Committee of the Oklahoma House of\n\nRepresentatives,\n\nb. each of the members of the Veterans and Military\n\nAffairs Committee of the Oklahoma State Senate,\n\nc. two members of the Oklahoma Senate who do not serve on\n\nthe Senate Veterans and Military Affairs Committee,\n\nappointed by the President Pro Tempore of the Senate,\n\nd. two members of the Oklahoma House of Representatives\n\nwho do not serve on the House Veterans and Military\n\nAffairs Committee, appointed by the Speaker of the\n\nOklahoma House of Representatives,\n\ne. one member appointed by the President Pro Tempore of\n\nthe Senate who shall represent the United States Armed\n\nForces recruitment efforts in the State of Oklahoma,\n\nand\n\nf. one member appointed by the Speaker of the Oklahoma\n\nHouse of Representatives who shall represent the\n\nOklahoma Military Department, Oklahoma National Guard\n\nor reserve forces serving in Oklahoma;\n\nD. The task force shall:\n\n1. Estimate the amount of revenue collected and expected to be\n\ncollected by the state beginning on July 1, 2010, and ending before\n\nJanuary 1, 2015, from sales tax, motor vehicle taxes and fees,\n\nvehicle excise tax and motor fuel tax from all taxpayers who receive\n\nsalary or compensation in any form other than retirement benefits\n\nfrom the United States as a member of any component of the Armed\n\nForces of the United States; provided, where such data has not yet\n\nbecome available or is available only through projections, estimates\n\nshall be provided and noted as such and methodology shall be\n\nprovided;\n\n2. Review all available data from the United States Department\n\nof Defense, the Oklahoma Tax Commission and any other government-\n\ngenerated data on the number of individuals recruited in Oklahoma,\n\nthe number of such individuals who claim Oklahoma as their home of\n\nrecord, and the number of those recruited here who do not claim\n\nOklahoma as their home of record;\n\n3. Review any additional data and information which the\n\nCommittee considers relevant to the development of an estimate of\n\nthe amount of state tax revenue collected as the result of members\n\nof any component of the Armed Forces of the United States claiming\n\nOklahoma as their home; and\n\n4. Submit a report by December 1, 2014, to the State Board of\n\nEqualization. The report shall include findings and recommendations\n\nregarding the impact of members of any component of the Armed Forces\n\nof the United States in Oklahoma on state tax revenue collections\n\nand expected collections between July 1, 2010, and January 1, 2015.\n\nE. Members of the task force shall receive no compensation for\n\nserving on the task force, but shall receive travel reimbursement as\n\nfollows:\n\n1. State employees who are members of the task force shall be\nhe impact of members of any component of the Armed Forces\n\nof the United States in Oklahoma on state tax revenue collections\n\nand expected collections between July 1, 2010, and January 1, 2015.\n\nE. Members of the task force shall receive no compensation for\n\nserving on the task force, but shall receive travel reimbursement as\n\nfollows:\n\n1. State employees who are members of the task force shall be\n\nreimbursed for travel expenses incurred in the performance of their\n\nduties by their respective agencies in accordance with the State\n\nTravel Reimbursement Act;\n\n2. All other task force members shall be reimbursed by the\n\nappointing authority for travel expenses incurred in the performance\n\nof their duties in accordance with the State Travel Reimbursement\n\nAct; and\n\n3. Legislative members shall be reimbursed in accordance with\n\nSection 456 of Title 74 of the Oklahoma Statutes.\n\nF. The Special Committee on Soldier Relief shall meet as often\n\nas necessary to conduct business but shall meet no less than three\n\n(3) times, with an organizational meeting to be held prior to\n\nDecember 31, 2009. The organizational meeting shall be called by\n\nthe Chair of the Finance Committee of the Oklahoma State Senate. A\n\nmajority of members of the Special Committee shall constitute a\n\nquorum.\n\nG.
