Stat. tit. 68, § 68-2357.1A-1","heading":"Task Force for the Study of State Tax Credits and","body":"Economic Incentives.\n\nA. There is hereby created the Task Force for the Study of\n\nState Tax Credits and Economic Incentives.\n\nB. The Task Force shall consist of ten (10) members to be\n\nappointed or selected as follows:\n\n1. The Chair of the Appropriations and Budget Committee of the\n\nOklahoma House of Representatives;\n\n2. The Chair of the Appropriations Committee of the Oklahoma\n\nState Senate;\n\n3. The Chair of the Revenue and Taxation Subcommittee of the\n\nAppropriations and Budget Committee of the Oklahoma House of\n\nRepresentatives;\n\n4. The Chair of the Senate Finance Committee;\n\n5. The Director of the Office of Management and Enterprise\n\nServices or a designee;\n\n6. The State Treasurer or a designee;\n\n7. The Oklahoma Secretary of State or a designee;\n\n8. Minority Leader of the Oklahoma House of Representatives;\n\n9. Minority Leader of the Oklahoma State Senate; and\n\n10. The State Auditor and Inspector.\n\nC. The Task Force shall conduct an organizational meeting not\n\nlater than September 30, 2011. A majority of the members present at\n\nthe organizational meeting or any subsequent meeting shall\n\nconstitute a quorum for the purpose of any action taken including\n\nthe preparation and approval of the final report required by\n\nsubsection I of this section.\n\nD. The cochairs of the Task Force shall be the member who is\n\nthe Chair of the Revenue and Taxation Subcommittee of the\n\nAppropriations and Budget Committee and the member who is the Chair\n\nof the Finance Committee of the State Senate.\n\nE. The Task Force shall be authorized to meet as necessary in\n\norder to perform the duties imposed upon it. Legislative members of\n\nthe Task Force shall be reimbursed for travel expenses pursuant to\n\nthe provisions of Section 456 of Title 74 of the Oklahoma Statutes.\n\nOther members of the Task Force shall be reimbursed as provided by\n\nthe appointing authority.\n\nF. The Task Force shall conduct a study regarding all state tax\n\ncredits regardless of the tax type against which such credit may be\n\nclaimed and any other economic incentives that affect state or local\n\ntax liabilities. The study shall include, but shall not be limited\n\nto:\n\n1. The justification for the enactment of any state tax credits\n\nbased upon the relevant economics of the applicable industry or\n\neconomic sector affected;\n\n2. The economic impact related to the utilization of state tax\n\ncredits;\n\n3. Analysis of the utilization of the credits by tax credit\n\npurchasers;\n\n4. The impact of tax credits on any and all economic sectors of\n\nthe state economy;\n\n5. The adequacy or inadequacy of state tax credits or other\n\neconomic incentives; and\n\n6. Such other matters related to state tax credits or economic\n\nincentives as the Task Force deems relevant.\n\nG. The Task Force shall be subject to the provisions of:\n\n1. The Oklahoma Open Meeting Act; and\n\n2. The Oklahoma Open Records Act.\n\nH. Staff assistance for the Task Force shall be provided by the\n\nstaff of the Oklahoma House of Representatives and the State Senate.\n\nI. The Task Force shall produce a final written report of its\n\nfindings and any recommendations regarding transferable tax credits.\n\nThe report shall be submitted to the Governor, the Speaker of the\n\nOklahoma House of Representatives and the President Pro Tempore of\n\nthe State Senate not later than December 31, 2011.\n\nJ.
