Stat. tit. 68, § 68-2481.4","heading":"Payment of revaluation costs - Apportionment of costs -","body":"Appropriation of amount - Statement to jurisdictions receiving\n\nrevenue - Billing statement.\n\nA. The cost of the comprehensive program of revaluation shall\n\nbe paid by appropriate warrants from those who receive the revenues\n\nof the mill rates levied on the property of the county in the\n\nfollowing manner: The county assessor shall prepare a special\n\nbudget for such comprehensive program of revaluation and file the\n\nsame with the county excise board or county budget board.\n\nB. That board shall apportion such cost among the various\n\nrecipients of revenues from the mill rates levied, including the\n\ncounty, all cities and towns, all school districts excluding any\n\nsinking funds of such recipients, in the ratio which each\n\nrecipient's total tax proceeds collected from its mill rates levied\n\nfor the preceding year bears to the total tax proceeds of all\n\nrecipients, excluding sinking funds, from all their mill rates\n\nlevied for the preceding year.\n\nC. Such amounts shall be included in or added to the budgets of\n\neach such recipient and the mill rates to be established by the\n\nboard for each such recipient for the current year shall include and\n\nbe based upon such amounts. Then the board and each such recipient\n\nshall appropriate the said amounts to the county assessor for\n\nexpenditure for the comprehensive program of revaluation.\n\nD. The county assessor shall render a statement to each of the\n\njurisdictions within the county which receive revenue from an ad\n\nvalorem mill rate excluding sinking funds. Such statement shall\n\ninclude the following information:\n\n1. The current fiscal year in which the charge has been\n\nincorporated in the jurisdiction's budget;\n\n2. All jurisdictions receiving statements from the county\n\nassessor, the mill rate for each in the previous year, and the\n\nproportion of each to the combined mill rates of each jurisdiction\n\nwithin the county for the previous year; the proportions specified\n\nin this paragraph should sum to one hundred percent (100%); and\n\n3. The charge for the entity receiving the statement as well as\n\nthe charge for each jurisdiction of the county based upon the\n\nproportions specified in paragraph 2 of this subsection; the total\n\nof all current year charges for all county jurisdictions should sum\n\nto the total county assessor's budget for the comprehensive program\n\nof revaluation for the current fiscal year.\n\nE. In any county wherein any jurisdiction's budget and mill\n\nrates are not subject to review and approval by the county excise\n\nboard, the county assessor shall nevertheless include any such\n\njurisdiction in the calculations required under subsection A of this\n\nsection. The county assessor shall also render a billing statement\n\nto any such jurisdiction showing the charge for the current fiscal\n\nyear due from the jurisdiction. Such billing statement shall also\n\nshow all the information specified in paragraphs 2 and 3 of\n\nsubsection D of this section.
