The property of all railroads, air carriers and public\n\nservice corporations shall be assessed annually by the State Board\n\nof Equalization at its fair cash value estimated at the price it\n\nwould bring at a fair voluntary sale.\n\nB. Taxable values of real and personal property of all\n\nrailroads, air carriers and public service corporations shall be\n\nestablished in accordance with the requirements of Section 8 of\n\nArticle X of the Oklahoma Constitution. The State Board of\n\nEqualization shall determine the taxable value of all taxable\n\nproperty that the Board is required by law to assess and value, and\n\nshall determine such taxable value in accordance with the\n\nrequirements of Section 8 of Article X of the Oklahoma Constitution.\n\nC. The State Board of Equalization shall assess the property of\n\nthat subclass of public service corporations known as video services\n\nproviders, as defined in Section 2808 of this title, as provided:\n\n1. Every video services provider shall file with the State\n\nBoard of Equalization a certification regarding total gross receipts\n\nfor the immediate preceding calendar year by April 15 and shall\n\nspecify the total gross receipts derived from video programming\n\nservices;\n\n2. The State Board of Equalization shall determine the\n\npercentage of gross receipts the video services provider has derived\n\nfrom video programming in the immediately preceding calendar year;\n\nand\n\n3. The percentage determined pursuant to paragraph 2 of this\n\nsubsection shall be applied to the taxable fair cash value allocated\n\nto Oklahoma, and the resulting fair cash value attributable to video\n\nprogramming services shall be assessed using the statewide average\n\nof the assessment ratios applied to the assets of cable television\n\ncompanies in that tax year. Unless the taxpayer or the State Board\n\nof Equalization demonstrates otherwise, the statewide average\n\nassessment ratio applied to the personal property of a cable\n\ntelevision company shall be assumed to be twelve percent (12%).\n\nD. The percentage of fair cash value for real and personal\n\nproperty of railroads, air carriers and public service corporations\n\nrequired by the Oklahoma Constitution to be taxable shall be the\n\npercentage at which it was assessed on January 1, 1996, in\n\naccordance with the provisions of paragraph 3 of subsection A of\n\nSection 8 of Article X of the Oklahoma Constitution, and, subject to\n\nthe requirements of federal law, shall be uniformly applied to\n\ncalculate the taxable values of public service corporation property\n\nwithin the state for the applicable assessment year.","path":["OK Code","Title 68"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os68.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"49583f87a87fa7b4ff3c64fd64f87d94c88a7c3797c029d7fa01b8103f202090","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-68-68-2846","next":"us-ok/okla.-stat.-tit.-68-68-2848"},"notice":"GroundRules: Original legal text.
