Notwithstanding the provisions of the School District Budget\n\nAct, each board of county commissioners and the board of education\n\nof each school district, shall, prior to October 1 of each year,\n\nmake, in writing, a financial statement, showing the true fiscal\n\ncondition of their respective political subdivisions as of the close\n\nof the previous fiscal year ended June 30th, and shall make a\n\nwritten itemized statement of estimated needs and probable income\n\nfrom all sources including ad valorem tax for the current fiscal\n\nyear. Such financial statement shall be supported by schedules or\n\nexhibits showing, by classes, the amount of all receipts and\n\ndisbursements, and shall be sworn to as being true and correct. The\n\nstatement of estimated needs shall be itemized so as to show, by\n\nclasses: first, the several amounts necessary for the current\n\nexpenses of the political subdivision and each officer and\n\ndepartment thereof as submitted in compliance with the provisions of\n\nSection 3004 of this title; second, the amount required by law to be\n\nprovided for sinking fund purposes; third, the probable income that\n\nwill be received from all sources, including interest income and ad\n\nvalorem taxes; and shall be detailed in form and amount so as to\n\ndisclose the several items for which the excise board is authorized\n\nand required, by this article, to approve estimates and make\n\nappropriations.\n\nB. Each municipality that does not prepare an annual audit\n\npursuant to Section 17-105 of Title 11 of the Oklahoma Statutes\n\nshall make a financial statement as required by this section. Every\n\nmunicipality shall adopt a budget, which shall contain estimates of\n\nexpenditures and revenues, including probable income by source, for\n\nthe budget year; provided, that all municipalities may use estimated\n\nfund balances if final certified fund balances are not available.\n\nThe budget shall be in a format similar to the estimate of needs or,\n\nat the municipality’s discretion, to Sections 17-207 and 17-212\n\nthrough 17-214 of Title 11 of the Oklahoma Statutes. This section\n\nshall not apply to any municipality that has opted to prepare a\n\nbudget pursuant to the Municipal Budget Act.\n\nC. Each budget and each financial statement and estimate of\n\nneeds for each county, city, incorporated town, or school district,\n\nas prepared in accordance with this section, shall be published in\n\none issue in some legally qualified newspaper published in such\n\npolitical subdivision. If there be no such newspaper published in\n\nsuch political subdivision, such statement and estimate shall be so\n\npublished in some legally qualified newspaper of general circulation\n\ntherein; and such publication shall be made, in each instance, by\n\nthe board or authority making the estimate.\n\nD. The financial statements and estimates of all counties shall\n\nbe filed with the county excise board on or before August 17 of each\n\nyear; and the financial statements and budgets of all incorporated\n\ntowns shall be filed with the county excise board on or before\n\nAugust 22 of each year; and the financial statements and budgets of\n\nall cities shall be filed with the county excise board on or before\n\nAugust 27 of each year; and the financial statements and estimates\n\nof all school districts shall be filed with the county excise board\n\non or before October 1 of each year.
