The excise boards of the various counties in the state may\n\nconvene at any time after the beginning of any fiscal year, upon\n\ncall of the chairman of the board, for the purpose of approving\n\ntemporary appropriations for the counties, cities, school districts\n\nand other municipal subdivisions of the state. Whenever the\n\ngoverning board of any such county, city, school district or other\n\nmunicipal subdivision of the state shall present to the excise board\n\nof such county or of the county in which any such city, school\n\ndistrict or other municipal subdivision is located in whole or in\n\npart, a verified application showing that the needs of such county,\n\ncity, school district or other municipal subdivision so require,\n\nsuch excise board may make temporary appropriations for lawful\n\ncurrent expenses of such county, city, school district or other\n\nmunicipal subdivision.\n\nB. Warrants or checks may be drawn against such temporary\n\nappropriations pending action by the excise board upon the annual\n\nestimate of needs and budget of such county, city, school district\n\nor other municipal subdivision for such fiscal year. The amount\n\nwhich may be appropriated by such temporary appropriations shall in\n\nno event exceed the entire amount which the governing board, making\n\nthe application, estimates will be available for the entire fiscal\n\nyear for each purpose for which a temporary appropriation is\n\nrequested; provided, however, the limitation on appropriations and\n\nany requirement for request or approval of temporary appropriations\n\nshall not apply to any city or town if the revenue from the ad\n\nvalorem tax to the municipal general fund amounted to less than five\n\npercent (5%) of the total revenues accruing to the municipal general\n\nfund during the prior fiscal year. Such cities and towns may pay\n\nfor lawful current expenditures pursuant to the estimate of needs as\n\nfiled by the city or town and pending final action of the excise\n\nboard.\n\nC. Any such temporary appropriations so approved by the excise\n\nboard of any county shall, when the annual budget for such county,\n\ncity, school district or other municipal subdivision is finally\n\napproved, be merged in the annual appropriations for the same\n\npurposes and any warrant which has been, in the meantime, drawn\n\nagainst such temporary appropriations shall be charged against the\n\nfinal approved annual appropriations of such county, city, school\n\ndistrict or other municipal subdivision for the said current fiscal\n\nyear.","path":["OK Code","Title 68"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os68.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"ba7f6e77979504b007dd43aa75f5db2f67972b596392b33ce0b2529f853168c3","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-68-68-302-7a","next":"us-ok/okla.-stat.-tit.-68-68-3021"},"notice":"GroundRules: Original legal text.
