It is the finding of the Legislature that there exists in\n\nthis state a continuing need for programs to assist political\n\nsubdivisions in attracting federal facility development and\n\nconsequent job creation and ancillary economic growth within this\n\nstate. In order to achieve these essential public purposes, it is\n\nnecessary to assist and encourage political subdivisions to develop\n\nfacilities for use by the federal government.\n\nB. It is the intent of the Legislature that:\n\n1. The State of Oklahoma provide appropriate incentives to\n\nassist political subdivisions of this state in attracting qualified\n\nfederal facilities that hold the promise of significant development\n\nof the economy of the State of Oklahoma;\n\n2. The amount of such incentives provided in connection with a\n\nparticular federal facility:\n\na. be directly related to the jobs created as a result of\n\nthe facility locating in the State of Oklahoma, and\n\nb. not exceed the estimated net direct state benefits\n\nthat will accrue to the state as a result of the\n\nfacility locating in the State of Oklahoma;\n\n3. The Oklahoma Department of Commerce and the Oklahoma Tax\n\nCommission implement the provisions of this act and exercise all\n\npowers as authorized in this act. The exercise of powers conferred\n\nby this act shall be deemed and held to be the performance of\n\nessential public purposes; and\n\n4.
