Stat. tit. 68, § 68-3602","heading":"Legislative intent","body":"It is the intent of the Legislature that:\n\n1. The State of Oklahoma provide appropriate incentives to\n\nsupport establishments of basic industries that hold the promise of\n\nsignificant development of the economy of the State of Oklahoma;\n\n2. The amount of incentives provided pursuant to this act in\n\nconnection with a particular establishment:\n\na. be directly related to the jobs created as a result of\n\nthe establishment locating in the State of Oklahoma,\n\nand\n\nb. not exceed the estimated net direct state benefits\n\nthat will accrue to the state as a result of the\n\nestablishment locating in the State of Oklahoma;\n\n3. The Oklahoma Department of Commerce and the Oklahoma Tax\n\nCommission implement the provisions of this act and exercise all\n\npowers as authorized in this act. The exercise of powers conferred\n\nby this act shall be deemed and held to be the performance of\n\nessential public purposes; and\n\n4.
