Stat. tit. 68, § 68-3647.5","heading":"ROA–25 Revolving Fund — ROA–25 Beneficiary Revolving","body":"Fund.\n\nA. There is hereby created in the State Treasury a revolving\n\nfund for the State Treasurer to be designated the \"ROA-25 Revolving\n\nFund\". The fund shall be a continuing fund, not subject to fiscal\n\nyear limitations, and shall consist of all monies lawfully directed\n\nfor deposit to the fund. All monies accruing to the credit of said\n\nfund are hereby appropriated and upon communication from the\n\nDepartment of Commerce of a satisfactory feasibility study of such\n\nproject participating in the Reindustrialize Oklahoma Act of 2025,\n\nshall be budgeted and expended by the State Treasurer for the\n\npurpose of purchasing or acquiring an annuity or materially similar\n\nfinancial instrument which shall provide to the ROA-25 Beneficiary\n\nRevolving Fund created by subsection B of this section equal annual\n\ndistributions of monies over a fifteen-year period. Expenditures,\n\ntransfers, and distributions from said fund shall be made upon\n\nwarrants issued by the State Treasurer against claims filed as\n\nprescribed by law with the Director of the Office of Management and\n\nEnterprise Services for approval and payment, or as otherwise\n\nrequired to satisfy the requirements of this section.\n\nB. There is hereby created in the State Treasury a beneficiary\n\nrevolving fund for the Oklahoma Department of Commerce to be\n\ndesignated the \"ROA-25 Beneficiary Revolving Fund\". The fund shall\n\nbe a continuing fund, not subject to fiscal year limitations, and\n\nshall consist of all distributions of the financial instrument\n\nfinanced through subsection A of this section. All monies accruing\n\nto the credit of said beneficiary revolving fund are hereby\n\nappropriated and shall be budgeted, expended, and distributed by the\n\nOklahoma Department of Commerce in accordance with the provisions of\n\nthe Reindustrialize Oklahoma Act of 2025. Expenditures, transfers,\n\nand distributions from said fund shall be made upon warrants issued\n\nby the State Treasurer against claims filed as prescribed by law\n\nwith the Director of the Office of Management and Enterprise\n\nServices for approval and payment.\n\nC. The State Treasurer is authorized to establish a custodial\n\naccount within the Treasury, and enter a contractual relationship\n\nfor custodial account services with a private institution as needed,\n\nto administer the provisions of this section.\n\nD.
