Stat. tit. 68, § 68-3912","heading":"Legislative intent","body":"It is the intent of the Legislature that:\n\n1. The State of Oklahoma provide appropriate incentives to\n\nattract growth industries and sectors to Oklahoma in the twenty-\n\nfirst century through a policy of rewarding businesses with a highly\n\nskilled, knowledge-based workforce;\n\n2. The Oklahoma Department of Commerce and the Oklahoma Tax\n\nCommission implement the provisions of this act and exercise all\n\npowers as authorized in this act. The exercise of powers conferred\n\nby this act shall be deemed and held to be the performance of\n\nessential public purposes; and\n\n3.
