Stat. tit. 68, § 68-4102","heading":"Legislative intent – Incentives to support retention of","body":"manufacturing and jobs.\n\nIt is the intent of the Legislature that:\n\n1. The State of Oklahoma provide appropriate incentives to\n\nsupport retention of a qualified manufacturing establishment:\n\na. that is imminently at risk of ceasing operations in\n\nthis state,\n\nb. that provides long-term benefits through retention of\n\nquality jobs which increase the wealth of the state,\n\nand\n\nc. that agrees to engage in significant modernization and\n\nretooling that will promote the growth of the industry\n\nin Oklahoma and, by doing so, stabilize the economy of\n\nthe State of Oklahoma when there is a direct threat to\n\nthe existing revenue base and wealth of the state\n\nbecause existing establishments are at risk of being\n\nlost to other states or nations;\n\n2. The amount of incentives provided pursuant to this act in\n\nconnection with a particular establishment be directly related to\n\nbenefits due to retention of jobs and the investment of additional\n\ncapital for modernizing and retooling;\n\n3. The Oklahoma Department of Commerce and the Oklahoma Tax\n\nCommission implement the provisions of this act and exercise all\n\npowers as authorized in this act. The exercise of powers conferred\n\nby this act shall be deemed and held to be the performance of\n\nessential public purposes; and\n\n4. Nothing herein shall be construed to constitute a guarantee\n\nor assumption by the State of Oklahoma of any debt of any\n\nindividual, company, corporation or association.
