The Oklahoma Department of Commerce shall, using its own\n\nresources or through a contract with a service provider, conduct a\n\nfive-year performance review of the Oklahoma Quality Investment Act.\n\nThe performance review may include measures of economic productivity\n\nin areas or regions affected by the business activity of any\n\nrecipient of a payment authorized pursuant to this act. Such\n\nmeasures of economic productivity may include, but shall not be\n\nlimited to, total payroll statistics, business activity supported by\n\nthe business activity of the payment recipients, growth in property\n\ntax values attributable to capital expansion, growth in state or\n\nlocal tax sources attributable to capital expansion, increased\n\ninvestment activity by other business entities, business site\n\nlocation inquiries related to the business activity of a recipient\n\nor such other indicators of the net benefits to the State of\n\nOklahoma or an economic region as the Department of Commerce or its\n\nservice provider may select.\n\nB. The results of the five-year performance review shall be\n\nprovided in a written report to be submitted not later than January\n\n31, 2012, and not later than January 31 each successive five-year\n\nperiod covering the results of performance measurement of the\n\nOklahoma Quality Investment Act as conducted pursuant to subsection\n\nA of this section. The first such report shall only be required to\n\naddress the performance measures for the period of July 1, 2006,\n\nthrough December 31, 2011. The report shall be provided to the\n\nGovernor, the Speaker of the Oklahoma House of Representatives, the\n\nPresident Pro Tempore of the State Senate and to each member of the\n\nQuality Investment Committee.\n\nC.
