Stat. tit. 68, § 68-4303","heading":"Definitions","body":"As used in the Oklahoma Quality Events Incentive Act:\n\n1. \"Certified sponsor\" means an entity or organization\n\nauthorized to promote and conduct a quality event, which is\n\nincurring expenses for the promotion of such event to be conducted\n\nwithin the corporate limits of an eligible municipality or an\n\nunincorporated area within a county;\n\n2. \"Economic impact study\" means a study which includes:\n\na. a description and, if applicable, history of the\n\nquality event,\n\nb. information regarding the site selection process for\n\nthe quality event,\n\nc. an estimate of the expenses anticipated to be incurred\n\nin connection with hosting the quality event,\n\nd. an estimate of the total gross sales made by vendors\n\nduring any period of time during which no quality\n\nevent activity occurs,\n\ne. a detailed estimate of the anticipated increase in\n\nsales tax revenue directly attributable to the quality\n\nevent, and\n\nf. the general economic impact likely to occur as a\n\nresult of the preparation for, occurrence of and\n\nactivity occurring in connection with the dissolution\n\nof, a quality event;\n\n3. \"Eligible local support amounts\" means:\n\na. any payment made by a local government entity or\n\ntransfer of monies from the general fund or transfer\n\nof tax revenues derived from a locally imposed tax to\n\na certified sponsor for the purpose of attracting,\n\npromoting, advertising, organizing, conducting or\n\notherwise supporting a quality event, or\n\nb. any direct payment made by a certified sponsor to a\n\nfor-profit or nonprofit entity, other than the host\n\ncommunity, for the purpose of attracting, promoting,\n\nadvertising, organizing, conducting or otherwise\n\nsupporting a quality event;\n\n4. \"Event history\" means:\n\na. historical information on the event including past\n\nlocations of the event,\n\nb. a description of previous attempts by the host\n\ncommunity to secure the event,\n\nc. information regarding attempts by other communities to\n\nrecruit the event, and\n\nd. if applicable, the competitive bidding process for\n\nsecuring the event by the host community;\n\n5. \"Host community\" means any county, incorporated city or\n\ntown, or any combination of counties, incorporated cities or towns\n\nof the state which are authorized by their respective governing\n\nbodies to host or assist in the presentation of a quality event;\n\n6. \"Incremental sales tax revenue\" means the amount of\n\nadditional state sales tax revenue collected as a result of the\n\nquality event, as determined by an economic impact study verified by\n\nthe Oklahoma Tax Commission;\n\n7. \"New event\" means a quality event which did not occur within\n\na period of twenty-four (24) months prior to the month during which\n\na quality event is held;\n\n8. \"Quality event\" means:\n\na. a new event or a meeting of a nationally recognized\n\norganization or its members,\n\nb. a new or existing event that is a national,\n\ninternational or world championship, or\n\nc. a new or existing event that is managed or produced by\n\nan Oklahoma-based national or international\n\norganization;\n\n9. \"Recurring event\" means a quality event which occurred at\n\nleast once within the twenty-four (24) months prior to the month\n\nduring which a quality event is held;\n\n10. \"State sales tax revenue\" means the proceeds from the state\n\nsales tax levy imposed pursuant to Section 1354 of this title upon\n\ntaxable transactions occurring as a result of the quality event, as\n\ndetermined by an economic impact study verified by the Oklahoma Tax\n\nCommission; and\n\n11. \"Vendors\" means those persons or business entities making\n\ntaxable sales of tangible personal property or services as a result\n\nof the quality event, as determined by an economic impact study\n\nverified by the Oklahoma Tax Commission and, unless the context\n\notherwise requires, shall have the same meaning as defined by\n\nSection 1352 of this title.","path":["OK Code","Title 68"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os68.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"962eb19fe6576a2910df9806c12ad919ff4fc289dee6820d93820d6a98d4fc4a","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-68-68-4302","next":"us-ok/okla.-stat.-tit.-68-68-4304"},"notice":"GroundRules: Original legal text.
