Except as otherwise provided in paragraph 11 of Section 10\n\nof this act, the Commission shall consider it a presumption that all\n\nmotor fuel delivered in this state into a motor vehicle fuel supply\n\ntank is to be used or consumed on the highways in this state in\n\nproducing or generating power for propelling motor vehicles.\n\nB.
