Stat. tit. 69, § 69-1252","heading":"Declarations and findings","body":"For the purpose of promoting the public safety, health, welfare,\n\nconvenience and enjoyment of public travel, to protect the public\n\ninvestment in public highways, and to preserve and enhance the\n\nscenic beauty of lands bordering public highways, it is hereby\n\ndeclared to be in the public interest to regulate and restrict the\n\nestablishment, operation, and maintenance of junkyards and scrap\n\nmetal processing facilities in areas adjacent to the Interstate and\n\nPrimary Systems within this state.
