The Transportation Commission is hereby authorized to enact\n\nand adopt rules and regulations for the issuance of licenses and\n\npermits and the charging and collection of permit fees for other\n\nthan \"on-premise\" outdoor advertising structures as defined in this\n\nact.\n\nB. The Department of Transportation shall have the authority to\n\nrevoke any permit issued under Sections 1271 through 1288 of this\n\ntitle if the permit holder for any reason is no longer making lease\n\npayments or other agreed-upon compensation to the landowner for use\n\nof the land where the sign is located.\n\nC.
