Stat. tit. 69, § 69-1512","heading":"Total expenditure limitation for fiscal year","body":"No obligation shall be incurred by the Department of\n\nTransportation against the State Highway Construction and\n\nMaintenance Fund during any fiscal year in excess of the total\n\namount of monies accruing to said fund during such fiscal year.\n\nConstruction contracts and purchase orders issued by the Department\n\nof Transportation, setting forth the actual or estimated cost of\n\nconstruction as consideration for the cost of work to be done or\n\nservices, supplies and equipment to be furnished, shall constitute\n\nobligations within the meaning of this act.
