Stat. tit. 69, § 69-1705.6","heading":"Luther interchange","body":"The Oklahoma Turnpike Authority shall be authorized to construct\n\nand it is the intent of the Legislature that they do construct, by\n\nDecember 31, 1994, an interchange with a tollgate and full entry and\n\nexit ramps in the vicinity of Luther on the turnpike in Oklahoma\n\nCounty, provided that all right-of-way, grading, base preparation,\n\ndrainage and structures other than tollgates and paving, are\n\nconstructed without cost to the Authority and ownership thereof\n\ntransferred to the Authority upon completion thereof. Such\n\nconstruction shall be in accordance with the most recent edition of\n\nthe geometric design standards of the American Association of State\n\nHighway and Transportation Officials (AASHTO).
