The Department of Transportation may by agreement with the\n\ngoverning board of a city, incorporated town or other municipality\n\nhaving a population less than five thousand (5,000), construct,\n\nimprove, repair or maintain any of the streets of such city, town or\n\nmunicipality.\n\nB. A county and a municipality or any two or more counties or\n\nmunicipalities may contract with each other to construct, improve,\n\nrepair or maintain any of the roads, streets or highways of the\n\nother parties to the contract.
