There is hereby created to continue until June 30, 2024,\n\nthe Road User Charge Task Force. The task force shall be chaired by\n\nthe Executive Director of the Department of Transportation and shall\n\nconsist of, but shall not be limited to, representation from the\n\nfollowing groups:\n\na. Department of Transportation,\n\nb. Metro Planning Organizations (MPOs),\n\nc. Oklahoma Center for the Advancement of Science and\n\nTechnology,\n\nd. Office of Management and Enterprise Services,\n\ne. Oklahoma Tax Commission,\n\nf. Oklahoma Municipal League,\n\ng. Association of County Commissioners of Oklahoma,\n\nh. Oklahoma Corporation Commission,\n\ni. Department of Transportation Tribal Advisory Board,\n\nj. Industry representatives,\n\nk. Office of the Speaker of the House of Representatives,\n\nand\n\nl. Office of the President Pro Tempore of the Senate;\n\n2. The Road User Charge Task Force shall:\n\na. consult with highway users and transportation\n\nstakeholders, including stakeholders representing\n\nvehicle users, vehicle manufacturers and fuel\n\ndistributors, to ensure fair and equitable\n\ndistribution of the gas tax burden across all vehicles\n\nregardless of fuel source,\n\nb. study the availability, adaptability, reliability and\n\nsecurity of methods that may be used in recording and\n\nreporting public road usage,\n\nc. study the ease and cost of administering the\n\ncollection of taxes and fees as an alternative to the\n\ncurrent system of taxing highway use through motor\n\nvehicle fuel taxes,\n\nd. ensure that processes for collecting, managing,\n\nstoring, transmitting and destroying data are in place\n\nto protect the integrity of the data and safeguard the\n\nprivacy of drivers,\n\ne. collaborate with other states to seek potential\n\ninteroperability opportunities to capture out-of-state\n\ndrivers traveling through Oklahoma,\n\nf. develop and implement a voluntary pilot program to\n\nassess the potential for mileage-based revenue\n\ncollection for Oklahoma's roads and highways as an\n\nalternative to the gas tax system,\n\ng. through public outreach, secure a sampling of\n\nindividuals willing to participate in the pilot\n\nprogram for testing purposes in lieu of paying certain\n\nvehicle registration fees, and\n\nh. seek available federal funds for studies,\n\ndemonstration projects or pilots associated with the\n\nOklahoma Road User Charge Program's implementation.\n\nB.
