Stat. tit. 69, § 69-3004","heading":"Connecting or feeder roads or streets","body":"If, in the opinion of the board of trustees of such public\n\ntrust, and of the contractor, that it would be economically wise to\n\nimprove or construct connecting or feeder streets or roads to the\n\ntoll expressway, even though such connecting streets or roads would\n\nbe free roads, then in such event, the trust shall have the\n\nauthority to let contracts for the construction of such connecting\n\nor feeder roads or streets under the following conditions:\n\n1. The consent of the governing body, having jurisdiction over\n\nsuch street or road is first obtained.\n\n2. Such portion of the contract price or the work to be\n\nperformed as the trust agrees to pay or to perform shall be paid in\n\nrevenue bonds, if such construction is part of the original\n\nconstruction of the toll expressway, or, from surplus revenues in\n\nexcess of the maintenance fund requirements, or in such manner as\n\nmay be lawful and proper.\n\n3. The trust shall be empowered to enter into contracts with\n\nany county or municipality in whose jurisdiction such connecting or\n\nfeeder roads or streets are located, for the sharing of the work or\n\ncosts in the improvement or construction of such roads or streets.\n\nThe trust may do such things as are necessary and practical to\n\nqualify the construction and the project for any available federal\n\nmatching fund programs.\n\n4. In any project for the construction or improvement of\n\nconnecting or feeder roads or streets and for which federal matching\n\nfunds have been applied for or approved, the contractor shall have\n\nthe right to agree with the governing body for the performance of a\n\nportion of the work if such governing body is properly qualified and\n\nequipped, and to compensate such governing body for the work\n\nperformed, but failure of the governing body to properly perform\n\nshall not relieve the contractor from its obligation to build in\n\naccordance with the terms of the contract and the plans and\n\nspecifications, even though it may be entitled to compensation for\n\nsuch failure of performance from such governing body.\n\n5.
