The State Transportation Commission shall consist of an at-\n\nlarge member and one (1) member from each of eight districts of the\n\nstate, such districts to serve as the maintenance districts and to\n\ninclude the area as follows:\n\nDistrict 1. Wagoner, Cherokee, Adair, Sequoyah, Muskogee,\n\nOkmulgee, McIntosh and Haskell Counties.\n\nDistrict 2. Pittsburg, Latimer, LeFlore, McCurtain, Pushmataha,\n\nAtoka, Choctaw, Bryan and Marshall Counties.\n\nDistrict 3. Lincoln, Cleveland, McClain, Garvin, Pottawatomie,\n\nOkfuskee, Seminole, Hughes, Pontotoc, Coal and Johnston Counties.\n\nDistrict 4. Payne, Logan, Canadian, Kingfisher, Garfield,\n\nGrant, Kay, Noble and Oklahoma Counties.\n\nDistrict 5. Roger Mills, Dewey, Custer, Washita, Beckham,\n\nGreer, Kiowa, Harmon, Jackson, Blaine, and Tillman Counties.\n\nDistrict 6. Cimarron, Texas, Beaver, Harper, Woods, Alfalfa,\n\nEllis, Major and Woodward Counties.\n\nDistrict 7. Carter, Love, Murray, Grady, Comanche, Stephens,\n\nCotton, Caddo and Jefferson Counties.\n\nDistrict 8. Osage, Pawnee, Nowata, Creek, Craig, Ottawa,\n\nRogers, Mayes, Delaware, Washington and Tulsa Counties.\n\nB. The members of the Commission shall be appointed as follows:\n\n1. Members from Districts 5, 6, 7 and 8 and the at-large member\n\nshall be appointed by the Governor;\n\n2. Members from Districts 2 and 3 shall be appointed by the\n\nSpeaker of the House of Representatives; and\n\n3. Members from Districts 1 and 4 shall be appointed by the\n\nPresident Pro Tempore of the Senate.\n\nC. Each member shall serve at the pleasure of his or her\n\nappointing authority and may be removed or replaced without cause.\n\nAny member of the Commission shall be prohibited from voting on any\n\nissue in which the member has a direct financial interest. The\n\nDirector of the Department of Transportation shall be an ex officio\n\nmember of the Commission, but shall be entitled to vote only in case\n\nof a tie vote.\n\nD.
