There is hereby created the Office of Mobility and Public\n\nTransit within the Department of Transportation. All current\n\nTransit Division responsibilities, including oversight and\n\nmanagement of Federal Transit Administration (FTA) grants and\n\nresources and the State Management Plan, are moved to the Office of\n\nMobility and Public Transit. Notwithstanding this subsection, the\n\nOffice of Mobility and Public Transit will not be responsible for\n\noversight and management of FTA grants and resources received by\n\ntransit agencies as a direct recipient of the FTA as that is not a\n\ncurrent responsibility of the Transit Division. All Federal Transit\n\nAdministration program implementations not currently managed by the\n\nDepartment of Transportation shall be moved to the Office of\n\nMobility and Public Transit from other state agencies and other\n\nstate programs. The Office of Mobility and Public Transit is\n\ncharged with overseeing a network of public transit systems that\n\nreceive adequate funding to ensure the mobility needs of all\n\nOklahomans are met in a safe, affordable, reliable, consistent and\n\ncoordinated fashion.\n\nB. The Office of Mobility and Public Transit shall promulgate\n\nrules and procedures to:\n\n1. Implement innovative pilot programs including, but not\n\nlimited to, microtransit and autonomous vehicles in the following\n\nsystems:\n\na. EMBARK,\n\nb. Tulsa Transit,\n\nc. Little Dixie Transit, and\n\nd. other transit systems as determined by the Department\n\nof Transportation;\n\n2. Implement expansion of the current Veterans' Ride Connect\n\ncall center at Pelivan Transit to create a \"one call/one click\"\n\nstatewide system for all citizens; and\n\n3. Develop the Oklahoma Public Transit Policy Plan. The plan\n\nwill be developed jointly by the Department of Transportation and\n\nthe Oklahoma Transit Association.\n\na. A copy of the plan shall be submitted to the Governor,\n\nthe Speaker of the House of Representatives and the\n\nPresident Pro Tempore of the Senate by July 1, 2020.\n\nb. The plan shall:\n\n(1) be all-inclusive of the public transit systems in\n\nthe state,\n\n(2) reflect the results of the 2018 Oklahoma Transit\n\nNeeds Assessment conducted by the Small Urban and\n\nRural Transit Center,\n\n(3) include all stakeholder input,\n\n(4) provide for future collaboration and coordination\n\nof an effective network of public transit systems\n\nacross the state,\n\n(5) provide for future collaboration and coordination\n\namong all public transit agencies and systems and\n\nall stakeholders with an interest in public\n\ntransit, and\n\n(6) provide for future collaboration and coordination\n\namong all state agencies with an interest in\n\npublic transit including, but not limited to,\n\nthe:\n\n(a) Oklahoma Department of Commerce,\n\n(b) Oklahoma Department of Rehabilitation\n\nServices,\n\n(c) Oklahoma Department of Human Services,\n\n(d) Oklahoma Department of Mental Health and\n\nSubstance Abuse Services,\n\n(e) Oklahoma Department of Veterans Affairs,\n\n(f) Oklahoma Association of Centers for\n\nIndependent Living,\n\n(g) Oklahoma Health Care Authority,\n\n(h) Oklahoma Employment Security Commission,\n\n(i) Oklahoma State Department of Education,\n\n(j) Oklahoma Department of Environmental\n\nQuality, and\n\n(k) Oklahoma Department of Labor.","path":["OK Code","Title 69"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os69.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"531c19143e9854fdb01cb46383976c42f206034d4a03f863b1b4a902d6a89e9d","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-69-69-321","next":"us-ok/okla.-stat.-tit.-69-69-323"},"notice":"GroundRules: Original legal text.
