Stat. tit. 69, § 69-4001","heading":"Policy","body":"It is hereby declared to be the policy of the State of Oklahoma\n\nthat safe, adequate and efficient transportation facilities at\n\nreasonable cost to the people are essential to the economic growth\n\nof the state and the well-being of its people. The planning and\n\ndevelopment of such facilities shall be coordinated by a State\n\nDepartment of Transportation with overall responsibility for\n\nbalanced transportation policy and planning.
