Stat. tit. 69, § 69-401","heading":"Cooperation with, or agency for, Bureau of Public Roads -","body":"Contracts on terms approved by Bureau of Public Roads.\n\nIn order to facilitate civil defense and the construction and\n\nmaintenance of flight strips, access highways, and the construction\n\nof other federal aid highways and roads, the Commission, upon the\n\nrequest of the Bureau of Public Roads, may cooperate with and act as\n\nthe agent of the Bureau of Public Roads in making the surveys, plans\n\nand specifications and estimates for, and in the construction and\n\nmaintenance of, flight strips, roads and bridges necessary to\n\nprovide access to military and naval establishments, defense\n\nindustries, defense-industry sites, source of raw materials, roads\n\nand bridges replacing existing highways and highway connections shut\n\noff from general public use at military and naval reservations and\n\ndefense-industry sites, and other federal aid highways.\n\nNotwithstanding any other provisions of law, the Commission may\n\nnegotiate and enter into contracts for the construction or\n\nmaintenance of any such flight strip, road, bridge or highway, under\n\nsuch procedure, in such manner and upon such terms and conditions as\n\nmay be approved by the Bureau of Public Roads, or may, either as\n\nprincipal or agent of the Bureau of Public Roads, perform such\n\nconstruction and maintenance work by the \"force-account\" method.
