There is hereby created in the State Treasury a revolving\n\nfund for the Department of Transportation to be designated the\n\n\"State Infrastructure Bank Revolving Fund\". The fund shall be a\n\ncontinuing fund, not subject to fiscal year limitations, and shall\n\nconsist of the following:\n\n1. All monies received by the Department of Transportation as\n\nprovided in Section 403 of this title;\n\n2. All monies received pursuant and subject to the provisions\n\nof the National Highway System Designation Act of 1995 and the\n\nTransportation Infrastructure Finance and Innovation Act of 1998\n\nwhich are eligible for use in state revolving loan funds established\n\nto meet the requirements of that act;\n\n3. All monies appropriated to this fund;\n\n4. Payments of principal and interest and penalty payments on\n\nloans made directly from federal monies and appropriated monies in\n\nthis fund;\n\n5. Annual state administration fees of one-half percent (1/2%)\n\non the outstanding loan balance; and\n\n6. Any other sums designated for deposit to this fund from any\n\nsource, public or private.\n\nAll monies accruing to the credit of the fund are hereby\n\nappropriated and may be budgeted and expended by the Department of\n\nTransportation for the purposes of effectuating the provisions of\n\nthis act. Expenditures from the fund shall be made upon warrants\n\nissued by the State Treasurer against claims filed as prescribed by\n\nlaw with the Director of the Office of Management and Enterprise\n\nServices for approval and payment.\n\nB. The monies placed in the State Infrastructure Bank Revolving\n\nFund shall be invested by the State Treasurer as prescribed by\n\nSection 89.2 of Title 62 of the Oklahoma Statutes. Any interest\n\nearned by the State Treasurer shall be deposited to the credit of\n\nthe State Infrastructure Bank Revolving Fund.
