{"data":{"id":"us-ok/okla.-stat.-tit.-69-69-508","jurisdiction":"us-ok","citation":"Okla. Stat. tit. 69, § 69-508","heading":"Preserving and Advancing County Transportation Fund","body":"A. There is hereby created in the State Treasury a revolving\n\nfund to be designated as the \"Preserving and Advancing County\n\nTransportation Fund\" (PACT Fund). The fund shall be a continuing\n\nfund, not subject to fiscal year limitations, and shall consist of\n\nall monies directed for deposit to the fund by law including, but\n\nnot limited to, apportionments made pursuant to paragraph 10 of\n\nsubsection B of Section 1004 of Title 68 of the Oklahoma Statutes.\n\nAll monies accruing to the credit of said fund are hereby\n\nappropriated and may be allocated, budgeted, and expended pursuant\n\nto subsection B of this section. Expenditures from said fund shall\n\nbe made upon warrants issued by the State Treasurer against claims\n\nfiled as prescribed by law with the Director of the Office of\n\nManagement and Enterprise Services for approval and payment.\n\nB. 1. Two-thirds (2/3) of the monies deposited to the credit\n\nof the PACT Fund shall be allocated as follows:\n\na. to the various counties in a manner that increases a\n\ncounty's per county mile highway construction and\n\nmaintenance ratio to a target ratio of Four Thousand\n\nDollars ($4,000.00) per county road mile, prioritizing\n\ncounties with the lowest such ratio, until all of the\n\nvarious counties reach such target ratio, and\n\nb. any remaining amounts as follows:\n\n(1) fifty percent (50%) shall be allocated to the\n\nvarious counties in the proportion which the\n\ncertified county road miles of each county bears\n\nto the sum of county road miles in the state, and\n\n(2) fifty percent (50%) shall be allocated to the\n\nvarious counties in the proportion which the\n\nnumber of county bridges in each county according\n\nto the most recent ODOT Bridge Summary Report for\n\nCounty Bridges bears to the total sum of county\n\nbridges in the state according to such report.\n\nEach county treasurer shall deposit such funds to the county's\n\ncounty highway fund and such funds shall be used for constructing\n\nand maintaining the county highway system.\n\n2. One-third (1/3) of the monies deposited to the credit of the\n\nPACT Fund shall be used as necessary for the reconstruction of\n\ncounty bridges on the portion of the county highway system defined\n\nas major collector routes in accordance with the provisions of\n\nSection 654 of Title 69 of the Oklahoma Statutes. Prior to any\n\nfunds for such projects being allocated, the counties shall submit\n\nthe proposed projects to the Department of Transportation, which\n\nshall evaluate and confirm whether the proposed projects are in\n\naccordance with the criteria provided for in this subsection.\n\nBridges proposed for reconstruction will be generally evaluated\n\nbased on the state of project innovation, readiness, structural\n\nadequacy, safety, serviceability, functional obsolescence,\n\nessentiality for public use, structural deficiency ranking as\n\ncaptured in the most recent ODOT Bridge Summary Report at the time\n\nof submission, and special reductions for characteristics such as\n\ndetour length, traffic safety features, and current school bus\n\nroutes. Upon confirmation by the Department of Transportation that\n\na proposed project is in accordance with the criteria provided for\n\nin this subsection, funds shall be allocated to the county for use\n\nin such project.","path":["OK Code","Title 69"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os69.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"35cc17da97a46fe4fe2403b9d4f0a2e1074ccf1660b659d2150327bb063e1d20","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-69-69-507","next":"us-ok/okla.-stat.-tit.-69-69-601"},"notice":"GroundRules: Original legal text.
