When any culvert or bridge is to be constructed at an\n\nestimated cost of Three Hundred Thousand Dollars ($300,000.00) or\n\nmore, or any culvert or bridge reconstruction is to be accomplished\n\nat an estimated cost of Three Hundred Thousand Dollars ($300,000.00)\n\nor more, or grade-and-drainage project is to be developed, or\n\nreconstruction, replacement or major repairs are to be accomplished\n\nby the board of county commissioners acting alone or in cooperation\n\nwith the state or federal government, at an estimated cost of Eight\n\nHundred Thousand Dollars ($800,000.00) or more, in either event,\n\nengineering plans and specifications shall be prepared by the county\n\nengineer to ensure sound engineering practices. The project shall\n\nbe advertised for bids pursuant to Section 1101 of this title, and\n\nthe contract shall be let only after notice at a public letting. If\n\nthe construction work can be completed for a cost below or equal to\n\nthe estimate of the engineer or below any bid submitted at a public\n\nletting and so entered in its journal, nothing in this title shall\n\nprevent the board from causing the same to be built by day labor,\n\nforce account, and purchase by the county of materials as provided\n\nby law.\n\nB. If the board of county commissioners deems it necessary, it\n\nmay consult and seek the advice of the Department of Transportation\n\nregarding the design, construction and maintenance of the project,\n\nand the Department of Transportation may furnish advice for any of\n\nthe projects to ensure sound engineering practices. If provided,\n\nthe services shall be furnished without cost or expense to the\n\ncounty.\n\nC.
