A professional engineer registered by the State Board of\n\nLicensure for Professional Engineers and Land Surveyors pursuant to\n\nSection 475.1 et seq. of Title 59 of the Oklahoma Statutes, shall\n\napprove projects that may be awarded to contractors by the boards of\n\ncounty commissioners, Transportation Commission or by other federal\n\nor state agencies under their normal competitive bidding procedures,\n\nexcluding prequalification of bidders. A “county-built” project may\n\nbe a road or bridge in whole or in part built with its own county\n\nforces or entirely let to contract, but all costs associated are\n\npayable.\n\nB. County-built bridges using the County Bridge and Road\n\nImprovement Fund shall meet or exceed the following criteria:\n\n1. The bridge has been built according to the current edition\n\nof the County Bridge Standards manual or from field notes drawn by a\n\nregistered professional engineer that provide the basic structural\n\nrequirements to achieve a load rating of H. twenty-three (23) tons\n\nor greater. Field notes may be handwritten specifications or\n\nsketches which have been stamped or signed;\n\n2. The finished bridge shall achieve a twenty-three-ton or\n\ngreater rating. The rating criteria shall be determined by the\n\nNational Bridge Inventory and approved by the Department of\n\nTransportation for bridges twenty (20) feet or more in length;\n\n3. The subsurface foundation of the bridge shall meet the\n\nminimum guidelines established by using approved engineering\n\nmethods, details of which shall be kept as shop notes;\n\n4. The finished bridge shall have a minimum roadway width of\n\ntwenty-four (24) feet; and\n\n5. Materials used in the construction of the bridge shall meet\n\nor exceed the specifications for materials as specified in the\n\ncurrent edition of the County Bridge Standards or certified in\n\nwriting by the engineer or supplier.\n\nC.
