All consulting engineering contracts for services referred\n\nto in this act may be reviewed by the Department of Transportation\n\nexcept those contracts entered into pursuant to the provisions of\n\nSection 687.1 of this title or by the county or circuit engineer.\n\nThe Department, county or circuit engineer shall make findings on\n\nall contracts reviewed that the cost is reasonable and the firm\n\ninvolved is capable of performing the service within a reasonable\n\nperiod of time.\n\nB. Expenditures which may be allowed pursuant to the provisions\n\nof this act shall include the following:\n\n1. The cost of county bridge inspections, classifications, and\n\nevaluations, and county road inspections, classifications and\n\nevaluations for federal and state purposes and to match federal or\n\nstate funds, provided the applicable federal or state funds are\n\navailable;\n\n2. Project engineering costs;\n\n3. The cost of rights-of-way acquired for projects pursuant to\n\nthe provisions of this act and the cost of the relocation of\n\nutilities from the rights-of-way so acquired;\n\n4. The cost of reconstruction or replacement of roadway\n\nstructures which may be less than twenty (20) feet in length;\n\n5. Any cost or expense for administration, program management,\n\nengineering, including the development of appropriate local road\n\nstandards which shall apply only to those roads reconstructed,\n\nmaintained, or otherwise constructed pursuant to this act, or\n\nconstruction supervision necessarily incurred by the Department of\n\nTransportation or Circuit Engineering Districts in fulfilling its\n\nduties and responsibilities pursuant to this act;\n\n6. Any cost or expense related to a comprehensive plan for\n\nsigning or inventory of signs on the county road system;\n\n7. The expense and related costs of employing an engineer to\n\nassist a county or counties in carrying out the daily operations of\n\nroad and bridge maintenance and construction, including the\n\nemployment of a circuit engineer; and\n\n8.
