The board of county commissioners of any county in this\n\nstate may create a circuit engineering district with any other\n\ncounty or counties. The objectives of the circuit engineering\n\ndistrict shall be:\n\n1. To allow county governments to make the most efficient use\n\nof their powers by enabling them to cooperate with each other and\n\nother units of government on a basis of mutual advantage and thereby\n\nto provide services and facilities in a manner and pursuant to forms\n\nof governmental organization that will accord best with geographic,\n\neconomic, population and other factors influencing the needs and\n\ndevelopment of county government;\n\n2. To provide research and research support to county\n\ngovernment;\n\n3. To provide assistance to county governments in performing\n\nthe functions delegated by law including, but not limited to, the\n\noperation of road maintenance, construction, inspection, and\n\nequipment purchases and management;\n\n4. To conduct public discussion groups, forums, panels,\n\nlectures, and other similar programs;\n\n5. To present courses of instruction and education;\n\n6. To obtain, develop and present scientific and all other\n\ntypes of information relative to the operation of the public\n\ntransportation system in this state;\n\n7. For long-range planning and growth of the transportation\n\nsystem within the circuit engineering district and other circuit\n\nengineering districts within this state; and\n\n8. To provide services to counties in a coordinated manner that\n\nwill improve the quality of the transportation system and be cost\n\neffective.\n\nB. The authority of the circuit engineering district shall be\n\nas follows:\n\n1. To comply with and carry out the provisions of the\n\nInterlocal Cooperation Act;\n\n2. To advise and assist its members with how to implement and\n\nmake an effective transportation plan for the best interest of each\n\nmember of the circuit engineering district;\n\n3. To prepare such programs of research as may be necessary and\n\nadvisable in carrying out its purposes;\n\n4. To contract for services with persons, firms or units of\n\ngovernment to carry out the purposes of the circuit engineering\n\ndistrict;\n\n5. To provide periodic reports for the circuit engineering\n\ndistrict or for its members as may be required by federal or state\n\nlegislation or regulations pertaining thereto, and as are within the\n\nscope and range of the purpose of the circuit engineering district;\n\n6. To acquire and hold property for its use and to incur\n\nexpenses to carry out its functions;\n\n7. To receive gifts, contributions and donations to carry out\n\nthe purposes for which it is formed;\n\n8. To assess its members for the services rendered in carrying\n\nout its functions;\n\n9. To apply for, contract for, administer, receive and expend\n\nfunds or grants from any participating member, the State of\n\nOklahoma, the federal government, or any other source; and\n\n10. To publish studies in connection with its work which may be\n\nof benefit to its members or other agencies within and outside of\n\nthe circuit engineering district.\n\nC. Circuit engineering districts may, by affirmative vote of\n\ntheir board, determine that the association representing the county\n\ncommissioners of Oklahoma be designated to negotiate for services,\n\nrequired by law or necessity, on behalf of the circuit engineering\n\ndistricts.\n\nD. The State Auditor and Inspector shall perform an operational\n\naudit of each circuit engineering district upon completion of each\n\nfiscal year. The State Auditor and Inspector is authorized to\n\npromulgate rules outlining the necessary reporting requirements and\n\nforms for each circuit engineering district to ensure compliance.\n\nE. The board of directors may employ an attorney to provide\n\nlegal research, advice and opinions on contracts and other matters\n\nwhich may come before the board of directors.\n\nctor is authorized to\n\npromulgate rules outlining the necessary reporting requirements and\n\nforms for each circuit engineering district to ensure compliance.\n\nE. Circuit engineering districts may participate in the County\n\nRoad Machinery and Equipment Revolving Fund pursuant to the\n\nprovisions of Section 302.1 of this title.\n\nG. Circuit engineering districts are authorized to organize a\n\nstatewide board consisting of the chairpersons duly elected by each\n\nof their respective circuit engineering districts. The statewide\n\nboard organized pursuant to this section shall:\n\n1. Have the power to conduct business, including the\n\ndevelopment of policies and procedures, incur expenses, and contract\n\nfor services so long as such business furthers the provisions of\n\n687.1 et seq. of this title;\n\n2. Coordinate activities between circuit engineering districts;\n\n3. Administer the Statewide Circuit Engineering District\n\nRevolving Fund, created pursuant to Section 687.2 of this title; and\n\n4. Have authority to promulgate rules to carry out the\n\nprovisions of 687.1 et seq. of this title.\n\nH. A circuit engineering district created pursuant to this\n\nsection shall be deemed a political subdivision of the state.\n\nI.
