The Department of Transportation is hereby directed, in\n\ncooperation with the Oklahoma Cooperative Circuit Engineering\n\nDistricts Board, to cause to be developed appropriate local road\n\ndesign standards for use in constructing projects pursuant to this\n\nprogram. The standards, upon their adoption by the Transportation\n\nCommission and by those counties wishing to participate in this\n\nprogram, shall be used for the design and construction of all\n\nprojects funded pursuant to this program. However, when funds\n\navailable pursuant to this program are used to match federal funds,\n\nprojects shall meet appropriate minimum design standards for local\n\nroads and other applicable federal requirements. All plans and\n\nspecifications for federal-aid projects shall be subject to the\n\napproval of the Department. To every extent possible, negotiations\n\nwith the Federal Highway Administration should be undertaken to\n\nallow application of the County Roads Design Guidelines Manual.\n\nB. Plans, surveys, and engineering shall be the responsibility\n\nof the county in which the project is located. Only registered\n\nprofessional engineers, approved by the Department of\n\nTransportation, experienced in the design and construction of\n\nhighway and related facilities, shall be used for such services.\n\nC.
