For purposes of assisting blind persons to become self-\n\nsupporting, the State Department of Rehabilitation Services is\n\nhereby authorized to carry on activities to promote business\n\nopportunities for individuals who are blind, including, but not\n\nlimited to, the licensing and establishment of such persons as\n\noperators of vending facilities in public and other buildings.\n\nFacilities shall maximize job opportunities for other persons who\n\nare blind.\n\nB. The Department shall be the sole state licensing agency for\n\nthe purpose of implementing and carrying out the provisions of the\n\nAct of Congress known as the Randolph-Sheppard Act (20 USCA Sections\n\n107-107f), and amendments thereto, providing for the licensing of\n\nindividuals who are blind to operate vending facilities in federal\n\nbuildings, or any other Acts of Congress which may be hereafter\n\nenacted. Provided, that no game of chance or gambling machine shall\n\nbe operated.
