Except as otherwise provided for by law, a school day shall\n\nconsist of not less than six (6) hours devoted to school activities.\n\nA district board of education may elect to extend the length of one\n\n(1) or more school days to more than six (6) hours and reduce the\n\nnumber of school days as long as the total amount of classroom\n\ninstruction time is not less than one thousand eighty (1,080) hours\n\nper year as required pursuant to Section 1-109 of this title.\n\nB. A school day for nursery, early childhood education,\n\nkindergarten, and alternative education programs shall be as\n\notherwise defined by law or as defined by the State Board of\n\nEducation. Except as otherwise provided for in this subsection, not\n\nmore than one (1) school day shall be counted for attendance\n\npurposes in any twenty-four-hour period. Two (2) school days, each\n\nconsisting of not less than six (6) hours, may be counted for\n\nattendance purposes in any twenty-four-hour period only if one of\n\nthe school days is for the purpose of parent-teacher conferences\n\nheld as provided for in Section 1-109 of this title.\n\nC. Except as provided in subsection D of this section, students\n\nabsent from school in which they are regularly enrolled may be\n\nconsidered as being in attendance if the reason for such absence is\n\nto participate in scheduled school activities under the direction\n\nand supervision of a regular member of the faculty or to participate\n\nin an online course approved by the district board of education.\n\nThe State Board of Education shall adopt rules to provide for the\n\nimplementation of supplemental online courses which shall include,\n\nbut not be limited to, provisions addressing the following:\n\n1. Criteria for student admissions eligibility;\n\n2. A student admission process administered through the\n\ndistrict of residence, which provides the ability for the student to\n\nenroll in individual courses;\n\n3. A process by which students are not denied the opportunity\n\nto enroll in educationally appropriate courses by school districts.\n\nFor the purposes of this section, \"educationally appropriate\" means\n\nany instruction that is not substantially a repeat of a course or\n\nportion of a course that the student has successfully completed,\n\nregardless of the grade of the student, and regardless of whether a\n\ncourse is similar to or identical to the instruction that is\n\ncurrently offered in the school district;\n\n4. Creation of a system which provides ongoing enrollment\n\naccess for students throughout the school year;\n\n5. A grace period of fifteen (15) calendar days from the first\n\nday of an online course for student withdrawal from an online course\n\nwithout academic penalty;\n\n6. Mastery of competencies for course completion rather than\n\nCarnegie units;\n\n7. Student participation in extracurricular activities in\n\naccordance with school district eligibility rules and policies and\n\nany rules and policies of a private organization or association\n\nwhich provides the coordination, supervision, and regulation of the\n\ninterscholastic activities and contests of schools;\n\n8. Parent authorization for release of state test results to\n\nonline course providers, on a form developed by the State Department\n\nof Education; and\n\n9. A review process to identify and certify online course\n\nproviders and a uniform payment processing system.\n\nD. Except as provided in paragraph 3 of this subsection,\n\nstudents absent from school in which they are regularly enrolled\n\nshall be given an excused absence if the reason for such absence is\n\nto participate in scheduled 4-H activities or programs as approved\n\nby the county 4-H educator. The number of excused absences allowed\n\npursuant to this subsection shall be subject to the attendance\n\npolicy of the school district board of education.\n\n1. Upon request from a school principal or attendance officer,\n\na 4-H educator shall provide documentation as proof of student\nn for such absence is\n\nto participate in scheduled 4-H activities or programs as approved\n\nby the county 4-H educator. The number of excused absences allowed\n\npursuant to this subsection shall be subject to the attendance\n\npolicy of the school district board of education.\n\n1. Upon request from a school principal or attendance officer,\n\na 4-H educator shall provide documentation as proof of student\n\nparticipation in an activity or program sponsored by 4-H.\n\n2. Students shall be given the opportunity to make up any\n\nschoolwork missed while they are participating in activities or\n\nprograms sponsored by 4-H. Students shall not have their class\n\ngrades adversely affected for lack of attendance or participation\n\ndue to their participation in activities or programs sponsored by 4-\n\nH.\n\n3. A school principal or his or her designee shall not credit a\n\nstudent who participates in an activity or program sponsored by 4-H\n\nwith an excused absence if the participation occurs during:\n\na. the schedule established by the State Board of\n\nEducation for the administration of statewide student\n\nassessments, or\n\nb. any period of time for which the student has been\n\ndisciplined, suspended, or expelled, if the terms of\n\npunishment would preclude the student from\n\nparticipating in an educational field trip or\n\nextracurricular activity.\n\nE. Each district board of education shall adopt policies and\n\nprocedures that conform to rules for online courses as adopted by\n\nthe State Board. Such policies shall include criteria for approval\n\nof the course, the appropriateness of the course for a particular\n\nstudent, authorization for full-time students to enroll in online\n\ncourses, and establishing fees or charges. No district shall be\n\nliable for payment of any fees or charges for any online course for\n\na student who has not complied with the district's policies and\n\nprocedures. School districts shall not deny students the\n\nopportunity to enroll in educationally appropriate courses and shall\n\nprovide an admissions process which includes input from the student,\n\nthe parent or legal guardian of the student, and school faculty.\n\nF. Districts shall require students enrolled in online courses\n\nto participate in the Oklahoma School Testing Program Act. Students\n\nparticipating in online courses from a remote site will be\n\nresponsible for providing their own equipment and Internet access,\n\nunless the district chooses to provide the equipment. Credit may\n\nnot be granted for such courses except upon approval of the State\n\nBoard of Education and the district board of education.\n\nG. Nothing in this section shall prohibit a student who\n\ntransfers from the district in which the student resides to another\n\nschool district pursuant to the Education Open Transfer Act from\n\nenrolling in a full-time virtual education program offered by the\n\nreceiving school district. A student who enrolls pursuant to this\n\nsubsection shall be subject to the provisions of Section 8-103.2 of\n\nthis title. The board of education of a school district with a\n\nfull-time virtual education program shall adopt a policy to\n\ndetermine the number of transfer students the program has the\n\ncapacity to accept in each grade level, as provided for in Section\n\n8-101.2 of this title.\n\nH. Districts may provide students with opportunities for\n\nblended instruction. \"Blended instruction\" shall mean a combination\n\nof brick-and-mortar learning and virtual learning environments that\n\nincludes elements of a student's control over place, pace, and path\n\nof learning. A student in blended instruction may work on virtual\n\ncourses at home or at school in a blended flex lab but shall\n\nparticipate in at least one unit or set of competencies as defined\n\nby Section 11-103.6 of this title at a physical school building in a\n\ntraditional classroom setting which is the academic equivalent of\n\none (1) hour per day for each instructional day in the school year\nof learning. A student in blended instruction may work on virtual\n\ncourses at home or at school in a blended flex lab but shall\n\nparticipate in at least one unit or set of competencies as defined\n\nby Section 11-103.6 of this title at a physical school building in a\n\ntraditional classroom setting which is the academic equivalent of\n\none (1) hour per day for each instructional day in the school year\n\nas defined by Section 1-109 of this title.\n\nI.
