There is hereby created in the State Treasury a revolving\n\nfund for the State Board of Education to be designated the \"Public\n\nSchool Classroom Support Revolving Fund\". The fund shall be a\n\ncontinuing fund, not subject to fiscal year limitations, and shall\n\nconsist of all monies received by the State Board of Education from\n\nthe state income tax checkoff as provided for in Section 1-122 of\n\nthis title, any state-appropriated funds, federal funds, donations,\n\ngrants, contributions, and gifts from any public or private source.\n\nAll monies accruing to the credit of the fund are hereby\n\nappropriated and may be budgeted and expended by the State Board of\n\nEducation for the purposes of providing grants to public school\n\nclassroom teachers as provided for in subsection B of this section.\n\nExpenditures from the fund shall be made upon warrants issued by the\n\nState Treasurer against claims filed as prescribed by law with the\n\nDirector of the Office of Management and Enterprise Services for\n\napproval and payment.\n\nB. Contingent upon the amount of funds available in the Public\n\nSchool Classroom Support Revolving Fund, the State Board of\n\nEducation shall award one or more grants annually to classroom\n\nteachers. The grants shall be used by the classroom teacher for\n\nsupplies, materials, or equipment for the class or classes taught by\n\nthe teacher. The Board shall determine the criteria for and\n\nestablish a process for the submission of grants applications.
