As used in this section:\n\n1. “Bell to bell” means the time between the first bell ringing\n\nat the start of the school day to begin instructional time until the\n\ndismissal bell at the end of the school day to end instructional\n\ntime; and\n\n2. “Personal electronic device” means a personal device capable\n\nof connecting to a smart phone, the Internet, or a cellular or Wi-Fi\n\nnetwork, or directly connecting to another similar device. Personal\n\nelectronic devices include, but are not limited to, smart watches,\n\nsmart headphones, laptops, tablets, and smart glasses. Personal\n\nelectronic devices shall not include school-issued or school-\n\napproved devices that are specifically limited for use in classroom\n\ninstruction.\n\nB. 1. For the 2025-2026 school year, each school district\n\nboard of education shall adopt a policy prohibiting students from\n\nusing cell phones and personal electronic devices while on the\n\ncampus of a public school district from bell to bell. The policy\n\nshall include disciplinary procedures for violations.\n\n2. For the 2026-2027 school year and each school year\n\nthereafter, each school district board of education may adopt a\n\npolicy prohibiting students from using cell phones and personal\n\nelectronic devices while on the campus of a public school district\n\nfrom bell to bell.\n\nC. The policy adopted pursuant to subsection B of this section\n\nmay provide for exceptions including, but not limited to:\n\n1. Emergency use of cell phones or personal electronic devices\n\nby students during the school day; and\n\n2.
