The State Department of Education shall develop and\n\nimplement a program of parent education which provides\n\npractical information and guidance to parents regarding\n\nthe development of language, cognition, social skills, and\n\nmotor development of young children. The program shall\n\nbe phased in so that services will be available to parents\n\nof children under age three (3) in school districts\n\nidentified by the Department as having the greatest\n\nnumbers of children whose education is considered to be\n\nhigh challenge. As funds are available the Department\n\nshall expand the program so that services will be available\n\nto the school sites identified by the Department as having\n\nthe greatest percentage of children qualifying for the free\n\nor reduced school lunch program. The Department shall\n\nexpand the program each year if funding is available to\n\nensure that a parent education program is available to all\n\nschool districts. In evaluating new funding requests,\n\npriority consideration shall be given to programs\n\ndemonstrating the greatest need combined with the\n\ngreatest commitment of community, foundation, and\n\ncorporate support.\n\nB. The program shall emphasize the importance of the parents of\n\nchildren as a child's first and most influential teachers. The\n\nparent education programs currently offered in other states should\n\nbe examined as possible models for the Oklahoma program.\n\nC. The State Department of Education shall provide or contract\n\nwith an organization to provide for technical assistance for\n\ntraining and implementation of the program of parent education\n\ndeveloped by the Department pursuant to subsection A of this\n\nsection. To be eligible for a technical assistance contract, an\n\napplicant shall be an affiliate member of a national organization or\n\nassociation providing parent education training, have at least two\n\n(2) years' experience in implementation of a program of parent\n\neducation which provides practical information and guidance to\n\nparents, and have at least one staff member with a degree above the\n\nbaccalaureate level who has expertise in Child Development or Early\n\nChildhood Education. Technical assistance shall include assistance\n\nwith training on program organization, management, implementation,\n\nand fundraising techniques for groups seeking to implement a program\n\nof parent education and existing parent education programs\n\nthroughout the state. The technical assistance provider shall\n\ncompile a report utilizing data collected from the State Department\n\nof Education on the status of parent education programs operating\n\npursuant to this section in Oklahoma, including the locations and\n\ndescriptions of the programs, the sources of funding for the\n\nprograms, and pending applications for funding.
