All subject matter standards and revisions to the standards\n\nadopted by the State Board of Education pursuant to Section 11-\n\n103.6a of Title 70 of the Oklahoma Statutes shall be subject to\n\nlegislative review as set forth in this section. The standards\n\nshall not be implemented by the State Board of Education until the\n\nlegislative review process is completed as provided for in this\n\nsection.\n\nB. Upon adoption of any subject matter standards, the State\n\nBoard of Education shall submit the adopted standards to the Speaker\n\nof the House of Representatives or a designee and the President Pro\n\nTempore of the Senate or a designee prior to the last thirty (30)\n\ndays of the legislative session.\n\nC. By adoption of a joint resolution, the Legislature shall\n\napprove the standards, disapprove the standards in whole or in part,\n\namend the standards in whole or in part or disapprove the standards\n\nin whole or in part with instructions to the State Board of\n\nEducation, provided that such joint resolution becomes law in\n\naccordance with Section 11 of Article VI of the Oklahoma\n\nConstitution. If the joint resolution is vetoed by the Governor in\n\naccordance with Section 11 of Article VI of the Oklahoma\n\nConstitution and the veto has not been overridden, the standards\n\nshall be deemed approved. If the Legislature fails to adopt a joint\n\nresolution within thirty (30) legislative days following submission\n\nof the standards, the standards shall be deemed approved.\n\nD. If the subject matter standards are disapproved in whole or\n\nare disapproved in whole with instructions as provided for in this\n\nsection, the State Board of Education may adopt new standards and\n\nsubmit the new standards for legislative review pursuant to this\n\nsection. The State Board of Education shall continue to implement\n\ncurrent standards in place until the new standards have been\n\nreviewed by the Legislature and approved as provided for in this\n\nsection. If the subject matter standards are amended, approved in\n\npart or are disapproved in part with instructions, the State Board\n\nof Education may revise the standards in accordance with the\n\nlegislative changes and implement the standards.\n\nE. Upon final approval of the standards, the standards shall be\n\nconsidered final agency rules. The Board shall submit a copy of the\n\nstandards to the Secretary of State, who shall include the standards\n\nin the publication known as the \"Oklahoma Administrative Code\" in\n\nthe same manner as agency rules are published in the \"Code\" as\n\nprovided for in the Administrative Procedures Act. All standards\n\napproved and published as provided for in this subsection shall have\n\nthe same force and effect of law as agency rules promulgated\n\npursuant to the Administrative Procedures Act.\n\nF. Unless otherwise provided by specific vote of the\n\nLegislature, joint resolutions introduced for purposes of approving,\n\ndisapproving, amending or disapproving with instructions any subject\n\nmatter standards shall not be subject to regular legislative cutoff\n\ndates, shall be limited to such provisions as may be necessary for\n\napproving, disapproving, amending or disapproving with instructions\n\nany subject matter standards and any such other direction or mandate\n\nregarding the standards deemed necessary by the Legislature.
