Stat. tit. 70, § 70-11-103.6h","heading":"Passport to Financial Literacy Act - Areas of","body":"instruction - Graduation requirement - Duties of Department of\n\nEducation - Transfer students.\n\nA. Personal financial literacy education shall be taught in the\n\npublic schools of this state. Personal financial literacy education\n\nshall include, but is not limited to, the following areas of\n\ninstruction:\n\n1. Understanding interest, credit card debt, and online\n\ncommerce;\n\n2. Rights and responsibilities of renting or buying a home\n\nincluding:\n\na. down payments, mortgage payments, and variable and\n\nfixed interest rates,\n\nb. various types of mortgage loans, and\n\nc. escrow;\n\n3. Savings and investing;\n\n4. Planning for retirement including individual retirement\n\naccounts (IRAs), plans established under Section 401(k) of the\n\nInternal Revenue Code of 1986, as amended, and other avenues for\n\nsaving and investing for retirement;\n\n5. Bankruptcy;\n\n6. Banking and financial services;\n\n7. Managing a bank account including online banking features;\n\n8. Understanding credit scores, credit reports, and what\n\nfactors affect an individual's credit score;\n\n9. Understanding the Free Application for Federal Student Aid\n\n(FAFSA), loans and borrowing money, including predatory lending and\n\npayday loans;\n\n10. Understanding insurance;\n\n11. Identity fraud and theft;\n\n12. Charitable giving;\n\n13. Understanding the financial impact and consequences of\n\ngambling;\n\n14. Earning an income; and\n\n15. Understanding state and federal income taxes.\n\nB. Beginning with students entering the ninth grade in the\n\n2025-2026 school year, in order to graduate from a public high\n\nschool accredited by the State Board of Education with a standard\n\ndiploma, students shall fulfill the requirement by satisfactorily\n\ncompleting a personal financial literacy course or coursework\n\ncontaining the areas of instruction for personal financial literacy\n\nas provided in subsection A of this section during the tenth,\n\neleventh, or twelfth grade.\n\nC. Personal financial literacy instruction shall be integrated\n\ninto one or more existing courses of study or provided in a one-half\n\n(1/2) unit personal financial literacy course. School districts may\n\nintegrate or embed personal financial literacy instruction within\n\none or more courses offered by the district to be counted toward\n\nmeeting the graduation requirements of this section. Courses\n\noffered at a technology center school through an agreement between\n\nthe school district and the Oklahoma Department of Career and\n\nTechnology Education which integrate or embed personal financial\n\nliteracy may, upon the approval of the Board, be counted toward\n\nmeeting the graduation requirements of this section. School\n\ndistricts shall have the option of determining if a separate, one-\n\nhalf (1/2) unit personal financial literacy course will be offered\n\nas an elective, in addition to any courses offered by the school\n\ndistrict or a partnering technology center school which integrate or\n\nembed the required personal financial literacy instruction.\n\nD. Students with the most significant cognitive disabilities\n\n(MSCD) who have an Individualized Education Program (IEP) that\n\ndirects that the student is to be assessed with alternate\n\nachievements standards through the Oklahoma Alternative Assessment\n\nProgram may demonstrate satisfactory knowledge in each area of\n\ninstruction listed in subsection A of this section upon a\n\ndetermination, supported by documentation, by the school district\n\nthat the student has met the following criteria:\n\n1. Receives substantive and substantial instruction in life-\n\nskills curriculum; and\n\n2. Demonstrates the acquired knowledge of the student with MSCD\n\nby alternate measures as required by the IEP.\n\nE. The State Board of Education shall identify and adopt\n\ncurriculum standards for personal financial literacy instruction\n\nthat reflect the areas of instruction listed in subsection A of this\nriteria:\n\n1. Receives substantive and substantial instruction in life-\n\nskills curriculum; and\n\n2. Demonstrates the acquired knowledge of the student with MSCD\n\nby alternate measures as required by the IEP.\n\nE. The State Board of Education shall identify and adopt\n\ncurriculum standards for personal financial literacy instruction\n\nthat reflect the areas of instruction listed in subsection A of this\n\nsection. The standards shall be incorporated into the state\n\nacademic content standards adopted by the Board pursuant to Section\n\n11-103.6 of this title.\n\nF. The State Department of Education shall:\n\n1. Develop guidelines and material designed to enable schools\n\nto offer personal financial literacy as a separate course and shall\n\ndevelop guidelines and material designed to enable schools\n\nflexibility to integrate personal financial literacy within\n\ncoursework as determined by the school district. The guidelines\n\nshall outline the areas of instruction to be taught based on the\n\ncurriculum standards adopted by the Board;\n\n2. Develop professional development programs that are designed\n\nto help teachers provide instruction in personal financial literacy.\n\nDevelopment programs shall be designed to help teachers provide\n\ninstruction through a separate personal financial literacy course.\n\nProfessional development shall additionally be designed for teachers\n\nembedding personal financial literacy within their existing subject\n\nmatter. Development of a bridge program designed for teachers\n\nseeking to transition from embedded instruction to a separate\n\npersonal financial literacy course shall be developed;\n\n3. Provide resources to assist schools in developing a separate\n\npersonal financial literacy course and resources for schools seeking\n\nto offer a separate personal financial literacy course. The\n\nDepartment shall provide support to schools seeking to determine the\n\nmost appropriate coursework when embedded instruction is necessary;\n\n4. Provide and identify resources designed to enable students\n\nidentified as English language learners and students with specific\n\nlearning disabilities or individual educational needs to understand\n\nand use the personal financial literacy information presented; and\n\n5. Utilize funds deposited into the Personal Financial Literacy\n\nEducation Revolving Fund created in Section 11-103.6h-1 of this\n\ntitle for the purpose of and to fund the Passport to Financial\n\nLiteracy Act. Such funds may be used for developing and providing\n\nguidelines, materials and resources for personal financial literacy\n\nfor students and teachers including, but not limited to, online\n\ncurricula, training and professional development for teachers in the\n\narea of personal financial literacy as required in this subsection.\n\nThe Department may use such funds to work in conjunction with one or\n\nmore Oklahoma-based not-for-profit organizations that have proven\n\nexpertise in the development of standards and curricula as well as\n\ndelivery of teacher professional development in personal financial\n\nliteracy. The Department may work with these organizations for the\n\npurposes of developing personal financial literacy standards,\n\ncurricula, and guidelines; providing materials and resources; and\n\ndevelopment of professional teacher learning programs.\n\nG. 1. For students who transfer into an Oklahoma school\n\ndistrict from out of state after the tenth grade, school districts\n\nshall assess the knowledge of the student in each of the areas of\n\ninstruction listed in subsection A of this section. If the school\n\ndistrict determines that the transferred student has successfully\n\ncompleted instruction in the areas of personal financial literacy\n\ninstruction at a previous school in which the student was enrolled\n\nor if the student demonstrates satisfactory knowledge of the areas\n\nof personal financial literacy instruction through an assessment,\n\nthe school district may exempt the student from completing\nool\n\ndistrict determines that the transferred student has successfully\n\ncompleted instruction in the areas of personal financial literacy\n\ninstruction at a previous school in which the student was enrolled\n\nor if the student demonstrates satisfactory knowledge of the areas\n\nof personal financial literacy instruction through an assessment,\n\nthe school district may exempt the student from completing\n\ninstruction in personal financial literacy. School districts may\n\nuse the assessment developed and provided by the State Department of\n\nEducation or the Department of Career and Technology Education as\n\napproved by the Board. School districts may develop personal\n\nfinancial literacy assessments for transfer students as provided in\n\nthis subsection.\n\n2. For students who transfer into an Oklahoma school district\n\nfrom out of state during or after their junior year of high school,\n\nschool districts may make an exception to the requirements for a\n\npersonal financial literacy course pursuant to the provisions of\n\nSection 11-103.6 of this title. School districts shall still\n\nencourage completion of instruction in personal financial literacy.\n\nH. The State Textbook Committee created in Section 16-101 of\n\nthis title may, when selecting textbooks for mathematics, economics,\n\nor similar courses, select those textbooks which contain substantive\n\nprovisions on personal finance.\n\nI. School districts may assign the responsibility for teaching\n\npersonal financial literacy to teachers with secondary education\n\ncertifications closely related to agricultural education, business\n\nand information technology, economics, family and consumer sciences,\n\nhistory and social studies, marketing, or mathematics. Upon request\n\nof a school district, the State Department of Education may review a\n\nteacher's certification to determine qualifications under this\n\nsubsection. School districts may assign the responsibility for\n\nteaching personal financial literacy to one teacher or group of\n\nteachers with appropriate qualifications on a continuing basis.\n\nJ.
