The State Superintendent of Public Instruction and State\n\nDepartment of Education in conjunction with the Oklahoma Drug and\n\nAlcohol Abuse Policy Board shall:\n\n1. Establish objective criteria, guidelines and a comprehensive\n\nintegrated curriculum for substance abuse programs and the teaching\n\nof life skills in local schools and school districts;\n\n2. Establish and review annually model policies for alcohol and\n\ndrug abuse issues including, but not limited to, policies regarding\n\ndisciplinary actions and referral for services;\n\n3. Develop and implement strategies which encourage all schools\n\nto employ guidance counselors trained in substance abuse prevention\n\nand life skills and to develop and begin implementing quality\n\nsubstance abuse and life skills education programs; and\n\n4. Develop guidelines and criteria to encourage teachers and\n\nadministrators to receive in-service training on alcohol and drug\n\nabuse. The training or workshops shall be included in the staff\n\ndevelopment point system. The training or workshop shall be\n\ncompleted the first year a certified teacher is employed by a school\n\ndistrict, and then once every fifth academic year.\n\nB. The State Department of Education shall distribute\n\ninformation or reports provided by the Oklahoma Drug and Alcohol\n\nAbuse Policy Board, to each school district and, upon request, to\n\nmembers of the public. Upon request of the chief administrator of a\n\nschool or school district, the Department shall provide technical\n\nassistance to schools and school districts to implement policies and\n\nprograms pursuant to guidelines provided by the Oklahoma Drug and\n\nAlcohol Abuse Policy Board and shall provide a clearinghouse program\n\naccessible by school districts to provide information about life\n\nskills and drug and alcohol abuse prevention curricula and programs.\n\nC. Final determination of materials to be used, means of\n\nimplementation of the curriculum, and ages and times at which\n\nstudents receive instruction about life skills and drug and alcohol\n\nabuse prevention shall be made by the school district board of\n\neducation. The school district, at least one (1) month prior to\n\ngiving such instruction to students, shall conduct for parents and\n\nguardians of students involved, during weekend or evening hours, at\n\nleast one presentation concerning the plans for instruction and the\n\nmaterials to be used.
