The State Department of Education may establish Regional\n\nEducation Administrative Districts (READs) which may provide\n\nadministrative services to school districts throughout the state.\n\nThe Department shall provide information to school districts to\n\neducate districts about the functions and services which may be\n\nprovided by READs. The information shall be disseminated to school\n\ndistricts through regional education officers and in any other\n\nmanner deemed appropriate by the Department.\n\nB. The administrative services provided by READs may include\n\nbut not be limited to treasurer services, accounting services,\n\npurchasing services, warehouse and distribution services, human\n\nresources services, construction management, maintenance, risk\n\nmanagement, information technology services, special education\n\ncoordination, curriculum coordination, speech pathologist services,\n\nreading specialist services, transportation services, cafeteria\n\nservices and shared superintendent services. Any personnel\n\noperating under a READ may be housed at a local technology center\n\nschool site.\n\nC. If the State Department of Education finds a currently\n\noperating regional or interlocal cooperative providing services to\n\nschool districts, the Department may provide support to the\n\ncooperative.\n\nD. READs may receive financial support from participating\n\nschool districts from money appropriated for state aid purposes.\n\nThe State Board of Education may determine the range of fees due to\n\nREADs for basic costs of providing services, taking into\n\nconsideration the minimum amount necessary for operation of a READ,\n\nthe number and size of participating school districts and the\n\ngeographic size of the READ service area. No fees shall be required\n\nof school districts pursuant to this act that are greater than fees\n\ncharged school districts pursuant to similar programs.\n\nE. 1. If two school districts enter into a mutual contract\n\nwith a superintendent pursuant to Section 5-106A of Title 70 of the\n\nOklahoma Statutes, both districts may receive a discounted fee, to\n\nbe determined by the State Board of Education, for participating in\n\na READ.\n\n2. If three or more school districts enter into a mutual\n\ncontract with a superintendent pursuant to Section 5-106A of Title\n\n70 of the Oklahoma Statutes, the districts may receive an\n\nappropriately discounted fee, to be determined by the State Board of\n\nEducation, for participating in a READ.\n\nF. Participation in READs shall be voluntary.\n\nG.
