The Board of Trustees of the Oklahoma School of Science and\n\nMathematics, upon a finding of unused capacity within the Oklahoma\n\nSchool of Science and Mathematics (OSSM), shall have the authority\n\nto:\n\n1. Establish a policy providing for the acceptance of students\n\nresiding outside of Oklahoma and outside the United States for\n\nenrollment in courses offered by OSSM in an amount not to exceed ten\n\npercent (10%) of the total enrollment of OSSM. The policy shall\n\ninclude but not be limited to:\n\na. a method of calculating rates for nonresident tuition\n\nand room and board which must meet or exceed the cost\n\nof attendance, subject to limits prescribed by the\n\nLegislature, and\n\nb. a provision that residents of Oklahoma seeking\n\nacceptance to OSSM be given priority for enrollment\n\nover students who are not residents of the state, if\n\nall other qualifications are equal;\n\n2. Offer for rent dormitories, classrooms, laboratories or\n\nother OSSM facilities located in Oklahoma City; and\n\n3. Establish educational programs and professional development\n\nworkshops to be offered during summer periods for which tuition and\n\nfee rates may be established.\n\nB. By January 1 of each year, the Board shall submit a report\n\nto the Governor, the President Pro Tempore and the Minority Leader\n\nof the Senate, the Speaker and the Minority Leader of the House of\n\nRepresentatives, the chair of the Senate Education Committee and the\n\nchair of the House Common Education Committee that includes the\n\nnonresident tuition and room and board rates approved by the Board\n\nfor the current academic year. The annual report shall include data\n\non the impact of any tuition increases on the ability of students to\n\nmeet the costs of attendance, enrollment patterns and any other data\n\nconsidered relevant by the Board.\n\nC.
