There is hereby created a mechanism for establishing\n\ncriteria and a process for designation as a STEM Community or STEM\n\nRegion. The STEM Community or STEM Region is one of several\n\nrecommendations on improving Oklahoma Science, Technology,\n\nEngineering and Mathematics (STEM) education in the Governor's\n\nScience and Technology Council's \"OneOklahoma\" report.\n\n2. The criteria for designation as a STEM Community or STEM\n\nRegion shall include a requirement that educators, administrators,\n\nbusiness leaders, students, parents, government officials and\n\nbusiness and industry groups within a community or region create\n\nawareness, promote partnerships with education and industry, develop\n\nand execute action plans for improving STEM education and training,\n\nidentify and acquire the needed resources to improve STEM education\n\nand training and identify and accumulate STEM data within the\n\ncommunity or region, including but not limited to kindergarten\n\nthrough twelfth grade test results, the number of STEM-related\n\ndegree holders in the local workforce, the number of STEM-related\n\ndegrees conferred and the number of STEM-related certifications or\n\ncredentials obtained. The region or community shall also develop a\n\nplan to recognize and promote successes in both student and teacher\n\naccomplishments in the STEM area within the community or region.\n\nThe concept of creating a STEM Community or STEM Region is\n\nincorporated in the Department of Education's STEM strategy and will\n\ninclude and support STEM programs in many of the Department of\n\nCareer and Technology Education's technology centers.\n\n3. The process for designation as a STEM Community or STEM\n\nRegion shall require that state legislators initiate designation of\n\na STEM Community or STEM Region through an application process. The\n\nfinal approval and designation of an Oklahoma STEM Community or STEM\n\nRegion shall reside with the Governor.\n\n4. The application process shall be outlined by a subcommittee\n\nof an existing STEM education or workforce committee or board, to be\n\nidentified by the Governor. The creation, sustainment and execution\n\nof the subcommittee shall be the responsibility of the Department of\n\nCareer and Technology Education. The application process shall be\n\nbased on criteria established by the subcommittee.\n\nB. The subcommittee shall also study issues related to the\n\npromotion and growth of STEM education and training in the state and\n\ncreate specific recommendations to address the current and pending\n\nshortage of highly skilled employees in the energy, agriculture and\n\nbiosciences, aerospace and defense, transportation and distribution\n\nand information technology and financial services sectors in\n\nOklahoma.\n\nC.
