As used in this section, \"Individual Career and Academic\n\nPlan (ICAP)\" means an individualized plan developed by the student\n\nand the student's parent or legal guardian, in collaboration with\n\ntheir school counselors, school administrators, teachers and other\n\nschool personnel, that is used to help establish personalized\n\nacademic and career goals, explore postsecondary career\n\nopportunities, including, but not limited to, military careers,\n\napprenticeship programs, career and technology programs leading to\n\ncertification or licensure, educational opportunities, align\n\ncoursework and curriculum, apply to postsecondary institutions,\n\nsecure financial aid and ultimately enter the workforce.\n\nB. As part of the multimeasures approach to high school\n\ngraduation recommended by the State Board of Education, pursuant to\n\nSection 5 of House Bill No. 3218 passed by the Legislature in the\n\n2nd Session of the 55th Legislature, the Board shall adopt a new\n\nstatewide system of college and career planning tools which shall be\n\nknown as the \"Individual Career Academic Plan (ICAP)\". The Board\n\nshall work cooperatively with school districts to incorporate the\n\nICAP into graduation requirements.\n\n1. Beginning with students entering the ninth grade in the\n\n2019-2020 school year, each student shall be required to complete\n\nthe process of an ICAP in order to graduate from a public high\n\nschool with a standard diploma. Each year thereafter, students\n\nshall annually update their ICAP. The ICAP shall include, but not\n\nbe limited to:\n\na. career- and college-interest surveys,\n\nb. written postsecondary and workforce goals and\n\ninformation of progress toward these goals,\n\nc. intentional sequence of courses that reflect progress\n\ntoward the postsecondary goal,\n\nd. the student's academic progress, including courses\n\ntaken, assessment scores, any remediation or credit\n\nrecovery and any Advanced Placement, International\n\nBaccalaureate, concurrent or dual enrollment credits\n\nearned and/or career certificate(s), certification(s),\n\nor endorsements, and\n\ne. experience in-service learning and/or work environment\n\nactivities.\n\n2. The ICAP system shall be implemented according to the\n\nfollowing schedule:\n\na. for the 2017-2018 school year, the Oklahoma State\n\nDepartment of Education shall work with school\n\ndistricts, the Oklahoma State Regents for Higher\n\nEducation and the Oklahoma State Board of Career and\n\nTechnology Education to develop individual career\n\nacademic planning tools for students in grades six\n\nthrough twelve,\n\nb. for the 2018-2019 school year, the Department shall\n\nincorporate the ICAP as described in paragraph 1 of\n\nthis subsection on a pilot program basis, and\n\nc. for the 2019-2020 school year, and each school year\n\nthereafter, school districts shall fully incorporate\n\nand put into operation the ICAP as described in\n\nparagraph 1 of this subsection for all students\n\nentering the ninth grade.\n\nC. Nothing in this section shall be construed to prevent a\n\ndistrict from implementing the ICAP for students in earlier grades.\n\nD. ICAPs for students with disabilities, as defined in the\n\nIndividuals with Disabilities Education Act (IDEA), P.L. No. 105-17,\n\nshall take into account and work in cooperation with the student's\n\nindividualized education program (IEP) or Section 504 Plan as\n\ndefined by the Rehabilitation Act of 1973, P.L.
